a--r k5i KLEINFELDER
2. PRESENT AND PAST USE
We understand the existing warehouse is used to store glass bottles for the Owens-Illinois facility
that is located directly east of the study area. As part of a Phase I Environmental Site
Assessment (ESA) performed by Kleinfelder', aerial photographs dating back to 1940 were
reviewed. These photographs show that prior to construction of the warehouse, the site was used
as agricultural land, primarily for the growing of dry and row crops.
y 3. SEPTIC PERMITS AND PERFORMANCE
One permit was on file with SJCEHD for the subject property for the installation of the existing
sewage disposal system and no repairs have been made. Permits were also on file for several of
the parcels adjacent to the subject property. These permits were for new installations as well as
repairs/additions to existing septic systems. A summary of permit information is attached, and
copies of the permits reviewed are included in the appendix. Based on these permits it appears
that most of the permits were for new installations and the expansion of the existing system at
the Owens-Illinois plant. However, it does appear that seepage pits were installed at the Owens-
Illinois plant to improve the existing system.
4. GROUNDWATER
-- At the time of our investigation, groundwater was not encountered in our boring drilled to a
depth of approximately 25 feet below existing site grade. Lines of Equal Depth to Groundwater
and Equal Elevation of Groundwater contour maps published in groundwater reports by the San
W Joaquin County Flood Control and Water Conservation District do not extend to the project site.
Based on a report performed by Golder Associatesz, groundwater at the site is approximately 60
feet below the existing ground surface, and the estimated direction of flow is to the northeast.
Groundwater depth and flow may be influenced by local pumping, rainfall, and irrigation
patterns. Evaluation of such factors is beyond the scope of this study.
As part of the ESA, Kleinfelder contracted with a commercial database service, Environmental
Data Resources (EDR), to review regulatory agency lists for references to the site as well as
y nearby properties. According to the EDR report, the adjacent Owens-Illinois facility discharges
cooling and backwash brine waters that could pose a moderate threat to groundwater quality if
the waters were allowed to reach the groundwater table. In addition, the ESA reports that an
W underground storage tank was located immediately adjacent to the subject site. In 1986, the tank
was found to be leaking. The release was reported to have not reached groundwater and to have
only impacted the soil. The tank was removed and the case was closed. According to Mr.
Phase 1 Environmental Site Assessment—Proposed Lot Split—Approximately 46-Acres—(APN 209-240-25)—
1500 West Schulte Road— Tracy, California, March 12, 2004 (File No. 4035LP01).
Groundwater Characterization Workplan -Owens-Brockway Glass Containers Facility- Tracy, California,
August 11, 2000.
44973.G01/ST04R872 June 23,2004
2004 Kleinfelder, Inc.
