In the event that any subsurface structures are encountered during site <br /> development or excavation on site, care should be exercised in determining whether or <br /> not the subsurface structures contain asbestos. If they contain asbestos, they should be <br /> �- removed, handled, transported, and disposed of in accordance with local, state, and <br /> federal laws and regulations. Additionally, if suspect materials or other sub surface <br /> structures are encountered, the signatories of this report should be notified immediately. <br /> 2) The site has a history of agricultural use, and agricultural chemicals such as <br /> L environmentally persistent pesticides may have been applied to crops previously grown <br /> on-site. Kleinfelder recommends that shallow soil sampling for environmentally <br /> persistent pesticides be conducted, throughout the site. <br /> 3) A monitoring well and industrial well/fire well is located on the western border of the <br /> subject site. Kleinfelder recommends that the industrial wells be sampled and the water <br /> analyzed in accordance with intended use, and the monitoring well be continually <br /> sampled in according with water discharge requirements. If the on site wells are not <br /> planned for future use, Kleinfelder recommends proper abandonment and closure in <br /> accordance with local, State and Federal regulations. Kleinfelder recommends current <br /> ` testing of the onsite monitoring well to evaluate potential impacts to groundwater from <br /> the adjacent Owens Illinois facility and petroleum pipelines traversing the site. <br /> 6. 4) Owens-Brockway Glass Container, Inc. (AKA Plant #22), located at 14700 West Schulte <br /> Road, adjacent and east of the subject site appears on the Cortese, LUST, CA WDS, <br /> ` AST, CA SLIC, TRIS, RCRIS-LQG, FINDS, and CA FID databases. According to files <br /> reviewed Owens-Illinois reportedly maintains two underground sumps (42,000, and <br /> 27,3000 gallons) and four underground storage tanks (UST) (3,150, 300, 450, and 1500 <br /> ` gallons) on site. Based upon interviews with current employee(s) (Robert Mair), He <br /> stated that there are two large sumps (27,000 and 42,000 gallons) partially below ground <br /> and five sided that contain animal fats. When questioned regarding information about a <br /> L 450-gallon and 3,150 gallon UST, Mr. Mair stated that they were improperly identified <br /> by the SJ EHD and were actually the 300 gallon and 1,500 gallon tanks which were <br /> removed and closed in place, respectively. According to the SJEHD, case closure <br /> summary some conflicting documentation did exist about the size of 300 gallon UST. No <br /> records of the miscommunication were available or obtained for the 1,500 gallon UST. <br /> Kleinfelder recommends that the client follow up with the San Joaquin County <br /> V, Environmental Health Department to confirm that all underground storage tanks located <br /> within the Owens-Illinois facility are accounted for, and a closure letter be obtained for <br /> the 1,500 gallon (1,460 gallon) waste oil tank which was closed in place. If additional <br /> 6. USTs are discovered through additional research soil sampling may be warranted. <br /> During file review for offsite properties, Kleinfelder briefly reviewed a groundwater <br /> characterization workplan for the adjacent Owens Brockway Glass Containers facility, <br /> .. dated August 11, 2000. This workplan included groundwater information from three <br /> monitoring wells, one of which is location on the subject site (MW-2). Kleinfelder noted <br /> exceedences of some water quality goals (WQGs) relevant to drinking water standards <br /> r+ compiled by the California EPA, in the monitoring wells including the onsite monitoring <br /> well MW-2. Petroleum constituents toluene, ethylbenzene and total xylenes have also <br /> been detected MW-2, but at relatively low levels compared to WQGs.
