May 4,2004
NOA ENVIRONMENTAL PROJECT NUMBER E04029A
2.4 Interviews
An attempt was made to obtain historical as well as current information relative to the subject
property from the property owner or key site manager of the property. An Environmental
Questionnaire and Disclosure Statement was sent to Mr. Braden with a request that he forward
the owner's section to Mr. Longstreth for completion. Mr. Longstreth completed the
questionnaire on April 23, 2004. A copy of the responses has been included in this report as
Appendix E. All information provided by Mr. Longstreth in this section has been drawn from
his responses to the questionnaire.
Mr. Longstreth indicated that the Longstreth Family Limited Partnership and the Fabian
Edwards and Rena Bains Revocable Trust purchased the subjgct fl3 from the
Bourbeau Family Trust. He stated that the property is currently used for growing grain but that
tomatoes have been grown in the past five years and grapes were grown before. He indicated that
a house was removed from the property five years ago.
Mr. Longstreth stated that two 1,000-gallon above-ground diesel storage tanks are located on the
subject property. He indicated that agricultural chemicals have been applied over the full extent
of the property. No further information of environmental relevance was revealed by Mr.
Longstreth.
3.0 PAST AND CURRENT SOURCES OF CONTAMINATION
3.1 Research Methods
NOA employs a standard practice for review of database information. On a street map showing
the location of the subject property, a circle is drawn one-quarter mile out from the property
boundaries, and street maps or web-based mapping services are then used to determine address
ranges for all streets within the quarter mile. All agency databases searchable by address are then
searched for these address ranges.
3.1.1 Regional Water Quality Control Board
Our office reviewed the Leaking Underground Storage Tanks(LUS7)list (April 2004), the Water
Purveyors Quarterly Report on MTBE (April 2004), and the Spills, Leaks, Investigations, and
Cleanups(SLIC)list (April 2004) on file with the Central Valley Regional Water Quality Control
Board(CVRWQCB)in an attempt to determine if there are any files present at that agency which
note the unauthorized release of a toxic or hazardous agent into the environment on the subject
property or within a one-quarter mile radius of the subject property.
5
