— <br /> May 4,2004 <br /> NOA ENVIRONMENTAL PROJECT NUMBER E04029A <br /> 3.1.4 Farmington Rural Fire Protection District <br /> The Farmington Rural Fire Protection District(R-FPD)was contacted by telephone in an attempt <br /> to determine if there were any files present at that agency which note any hazardous materials <br /> storage, releases or spills, underground storage tanks, above ground storage tanks, or leaking <br /> underground storage tanks on the subject property or in the vicinity of the subject property. <br /> Ms. Connie Bailey,Fire Chief, stated that she could recall two incidents for the subject property <br /> and its vicinity. The first was a minor fire three to four years ago in a pile of plastic pipes on one <br /> of the elevated ponds at the subject property. The second was a marijuana bust approximately <br /> two years ago across Little John's Creek from the subject property. Ms.Bailey stated that she has <br /> worked for the Farmington RFPD since 1985 (personal communication, April 16, 2004). <br /> Mr. Dennis Faist,Fire Chief of the Collegeville Fire Protection District (FPD),was interviewed <br /> as well. Mr. Faist stated that, although the subject property is outside the jurisdiction of the <br /> Collegeville FPD,his staff had helped extinguish the pipe fire on the property. He stated that the <br /> incident was a minor fire and that no residue of environmental concern was observed (personal <br /> communication, April 16, 2004). <br /> 3.1.5 San Joaquin County Agricultural Commissioner <br /> The San Joaquin County Agricultural Commissioner's Office was contacted in an effort to <br /> determine whether the subject property had been used in the past for agricultural purposes, and <br /> whether agricultural chemicals had been used on the subject property. <br /> According to Ms. Hazel Gallego of the Commissioner's office,no restricted materials permits or <br /> chemical use reports were found for the subject property under the names of Rena Bains,Fabian <br /> Edward, Joe and Louise Sola, or Robert Longstreth. Restricted materials permits but no use <br /> reports were found for the subject property under the name of Jean-Paul and Anna Bourbeau. <br /> The permits revealed that the westernmost 320 acres of the subject property were used to grow <br /> barley in 2000. Grapes were grown on the easternmost 50 acres along Little John's Creek. <br /> Restricted materials permits for 2000 allowed the use of dicamba, di-syston, methomyl, thimet, <br /> MCPA dimethylamine, 2,4-D amine, and paraquat on both areas. <br /> In 2001, the Bourbeaus split the former grape area so that the northernmost 25 acres was now <br /> _ used for garbanzo beans. They were permitted to use aluminum phosphide, 2,4-D amine, and <br /> paraquat on the garbanzo bean area. For the remaining 25 acres of grapes, they were permitted <br /> to use captan dust, sevin, aluminum phosphide, 2,4-D amine, and paraquat. During this year, it <br /> 7 <br />
