4.0 SITE INSPECTION <br /> Live Oak inspected the site on September 17, 2013. Photographs of the Site are <br /> attached to this report as Appendix 2. Because of its size, the majority of the Site was <br /> inspected from vantage points along the unimproved road near the northern property <br /> line and the mesa near the center of the Site. The interiors of the structures were not <br /> inspected. <br /> The Site consists of open, hilly land with scattered clusters of trees. An elevated mesa <br /> dominates the landscape on the southern side of the Site. A driveway leads onto the <br /> northern property line of the Site from Questo Ranch Road to the east. The buildings <br /> on the Site are divided into two clusters. <br /> A large barn, smaller tool barn, cattle weigh shed, and corrals are located in the <br /> northern cluster. The date 1947 is written in the cement outside the tool barn. A <br /> windmill-powered well is located to the north of these structures. <br /> An old ranch house, small bunkhouse, garage, horse barn, and three sheds are located <br /> in the southern cluster. A tank house is connected to the western side of the ranch <br /> house by an extended roof; a domestic well is located at the tank house. A second well <br /> is located just to the north. A pole-mounted transformer was observed to the east of the <br /> house. The transformer appeared old and was not labeled free of polychlorinated <br /> biphenyls (PCBs): no leakage or staining was observed. <br /> A small pond with a dam on its western side was observed near the center of the mesa. <br /> No significant features were noted to the south of this area. <br /> The surrounding properties consist of open land. A few rural residences are located <br /> east and northeast of the Site. <br /> 5.0 INTERVIEWS <br /> 5.1 Interview with Property Owners <br /> Susan Balogh was interviewed by telephone on September 12, 2013. She indicated <br /> that she and her sister, Jean Kent, own the property; it has been in their family since <br /> 1986. The land is used for cattle ranching, it is currently leased to Mark Beck. Ms. <br /> Balogh stated that the property has always been used for cattle. <br /> Ms. Balogh indicated that a ranch house, a bunkhouse, two barns, and several storage <br /> sheds are located on the property, many of the structures date to the 1920s or 1930s. <br /> The house has been vacant approximately 10 years, she said; the barns are used <br /> seasonally by the cattle ranching operation. <br /> I ncc 114-31 Paae 3 <br />
