FAX (209)948-7194 April 4, 2006 10-SJ-12--PM10,3 PA 0500836 (SA) Flag City —3 Restaurants Mo Hatef San Joaquin County Community Redevelopment Department Development Services Division 1810 East Hazelton Avenue Stockton, CA 95205 Dear Mr. Hatef The California Department of Transportation (Department) appreciates the opportunity to have reviewed the Site Approval Application for the proposed 2 buildings of 2,950 square feet and 3,600 square feet of floor space respectively to be used for 3 restaurants located at 14, 820 North Star Street approximately 528 feet south from State Route 12 (SR-12) and the SR-12/Star Street intersection. The Department has the following comments: • A traffic impact study (TIS) is necessary to determine this proposed project's near- term and long-term impacts to State facilities —both existing and proposed —and to propose appropriate mitigation measures. The Department recommends that the study be prepared in accordance with the Caltrans Guide for the Preparation of Traffic Impact Studies, dated December 2002 (Guide). The Guide is available online at the following web address: http://viww.dot.ca.gov/hq/tpp/Planning—tools/tools.htm. Minimum contents of the TIS are listed in Appendix "A" of the TIS guide. All State owned signalized intersections affected by this project should be analyzed using the intersecting lane vehicle (ILV)procedure from the Department's Highway Design Manual, Topic 406, page 400-21.
