2. DEPARTMENT OF PUBLIC WORKS (Staff Contact: Alex Chetley, 209-468-3023) <br /> a. The Traffic Impact Mitigation Fee shall be required for this development. The fee is due and <br /> payable at the time of building permit application. The fee shall be automatically adjusted July 1 <br /> of each year by the Engineering Construction Cost Index as published by the Engineering News <br /> Record. (Resolutions R-00-433) <br /> b. The Regional Transportation Impact Fee shall be required for this development. The fee is due <br /> and payable at the time of building permit application. The fee is based on the current <br /> schedule. (Resolution R-06-38) <br /> c. Prior to issuance of building permit, written verification from Caltrans shall be provided indicating <br /> the encroachment permit for SR12 improvements has been issued. <br /> d. A copy of the Final Site Plan shall be submitted prior to release of building permit. <br /> e. The developer shall provide drainage facilities and meet the requirements of San Joaquin County <br /> Development Standards. The capacity of both upstream and downstream drainage facilities <br /> cannot be exceeded due to runoff from the development. Retention basins shall be fenced with <br /> six (6)foot high chain link fence or equal when the maximum design depth is 18 inches or more. <br /> Required retention basin capacity shall be calculated and submitted along with a drainage plan <br /> for review and approval, prior to release of building permit. (Development Title Section 9-1135) <br /> f. File `Permit Registration Documents' (PRD) with the State Water Resources Control Board <br /> (SWRCB), and submit the 'Waste Discharge Identification Number (WDID) issued by SWRCB to <br /> Public Works. <br /> Informational Notes: <br /> (i.) A Solid Waste Diversion Plan for all applicable projects must be submitted to the Building <br /> Division of the Community Development Department prior to issuance of the building permit. <br /> Contact the Solid Waste Division (468-3066) for information. <br /> (ii.) This property is subject to the requirements of San Joaquin County Mosquito & Vector Control <br /> District (209-982-4675) and the California Health and Safety Code for the prevention of <br /> mosquitoes. Best Management Practices (BMP) guidelines for stormwater devices, ponds and <br /> wetlands are available. <br /> (iii.)All future building permits for projects located within a Special Flood Hazard Area at the time <br /> of permit issuance shall meet the San Joaquin County flood hazard reduction requirements (Title <br /> 9, Chapter 9-1605) and all requirements of the State of California (CCR Title 23)that are in force <br /> at the time of permit issuance. As an example, these requirements may include raising the finish <br /> floor elevation one foot above the expected flood level and/or using flood resistant materials. <br /> 3. ENVIROMENTAL HEALTH DEPARTMENT(Staff Contact: Michael Escotto, 209-468-3443) <br /> a. A revised soil suitability/nitrate loading study incorporating proposed staff and customer use shall be <br /> submitted to Environmental Health which indicates that the area is suitable for septic system usage. <br /> The studies must be approved by Environmental Health prior to the issuance of building permits <br /> (Development Title Section 9-1105.2[dn.
