permanently maintained with asphalt concrete or Portland cement concrete to provide a durable <br /> and dust free surface. <br /> However, Development Title Section 9-1015.9 states that the parking requirements may be <br /> modified in cases in which, due to the unusual nature of the establishment proposed or the <br /> development proposal submitted for it, the requirements may be considered insufficient or <br /> excessive. <br /> The applicant is requesting a modification of the surfacing requirement for the expansion truck <br /> parking area and equipment storage area. The applicant is proposing 2" asphalt concrete <br /> grindings over 4" aggregate base. Because this facility is a truck terminal facility with minimal <br /> customer traffic and the equipment storage area will store heavy equipment on-site for long <br /> periods of time with heavy tire axles the Community Development Department will be <br /> recommending that the surfacing modification be granted. However, the truck circulation driving <br /> lanes must be paved with asphalt concrete or Portland cement. <br /> Parking <br /> As shown on the site plan the applicant is proposing four(4) automobile parking spaces and thirty <br /> (30) additional truck parking spaces for a total of 110 truck parking spaces for the operation. <br /> Development Title Section 9-1015.3(b) requires 2 parking spaces per 1,000 square feet of <br /> building and requires 1 parking space per employee for the Truck Sales and Services Use Type. <br /> An existing 200 square foot commercial coach building is being used as an office. The proposed <br /> number of parking spaces shown on the site plan meet the Development Title requirements for <br /> parking. <br /> Council of Governments <br /> San Joaquin County is a signatory to the San Joaquin County Multi-Species Habitat Conservation <br /> and Open Space Plan (SJMSCP). Participation in the SJMSCP satisfies requirements of both the <br /> state and federal endangered species acts, and ensures that any impacts are mitigated below a <br /> level of significance in compliance with the California Environmental Quality Act (CEQA). <br /> Although participation in the SJMSCP is voluntary, if applicants choose against participating in <br /> the SJMSCP, they will be required to provide alternative mitigation in an amount and kind equal <br /> to that provided in the SJMSCP. <br /> This project is subject to the SJMSCP and is located within an unmapped land use area. Per <br /> requirements of the SJMSCP, unmapped projects are subject to case-by-case review. This can <br /> be a 90 day process and it is recommended that the project applicant contact SJMSCP staff as <br /> early as possible. Schedule a SJMSCP biologist to perform a preconstruction survey prior to any <br /> ground disturbance. <br /> Accessory Uses <br /> The project applicant is proposing to expand the existing Heavy Equipment Storage area for the <br /> project site. Pursuant to Development Title Section 9-505.6 (g), Special Use Regulations for Truck <br /> Terminal Projects, the Construction Services use type and Equipment Sales and Repair, Heavy <br /> Equipment, Repair use type may be permitted as part of legally established truck terminal in the I-T <br /> zone, provided such uses shall not exceed thirty-three and one-third percent (33 1/3%) of the area <br /> devoted to the said truck terminal. Any construction materials and necessary equipment for the <br /> transfer and/or storage of construction materials shall be contained in a specified area that is fenced <br /> to provide an effective visual barrier. (Development Title Section 9-505.6 (f)) <br /> If approved, as part of the grading and construction plans for the project, a note shall be included on <br /> the site plan that indicates the amount of project area devoted to the proposed accessory uses. <br /> Fencing and Gates <br /> The site plan depicts fencing along the front, side and rear property lines for the project site, but does <br /> include the height and type of material.
