g. Applicant shall file all Permit Registration Documents (PRDs) with the State Water Resources <br /> Control Board (SWRCB) to state the intent to comply with the State "General Permit for Storm <br /> Water Discharges Associated with Construction Activity". The Waste Discharge Identification <br /> Number(WDID) issued by SWRCB, shall be submitted to Public Works for file. <br /> Informational Notes: <br /> (1) A Solid Waste Diversion Plan for all applicable projects must be submitted to the Building <br /> Division of the Community Development Department prior to issuance of the building permit. <br /> Contact the Solid Waste Division (468-3066)for information. <br /> (2) This property is subject to the requirements of San Joaquin County Mosquito & Vector <br /> Control District (209-982-4675) and the California Health and Safety Code for the prevention <br /> of mosquitoes. Best Management Practices (BMP) guidelines for stormwater devices, ponds <br /> and wetlands are available. <br /> (3) All future building permits for projects located within a Special Flood Hazard Area at the time <br /> of permit issuance shall meet the San Joaquin County flood hazard reduction requirements <br /> (Title 9, Chapter 9-1605) and all requirements of the State of California (CCR Title 23) that <br /> are in force at the time of permit issuance. As an example, these requirements may include <br /> raising the finish floor elevation one foot above the expected flood level and/or using flood <br /> resistant materials. <br /> 3) ENVIRONMENTAL HEALTH DEPARTMENT: (Staff contact: Jeffrey Wong, [209]468-0335) <br /> a. A soil suitability/nitrate loading study incorporating proposed staff and customer use shall be <br /> submitted to the Environmental Health Department, indicating that the area is suitable for septic <br /> system usage. The studies must be approved by the Environmental Health Department prior to <br /> issuance of building permit. (San Joaquin County Development Title, Section 9-1105.2(d)). A <br /> review fee must be paid at time of submittal to the Environmental Health Department. The review <br /> fee will be based on the current schedule at the time of payment. <br /> The sewage disposal system shall comply with the on site sewage standards of San Joaquin <br /> County prior to approval. A percolation test that meets absorption rates of the manual of septic <br /> tank practice or E.P.A. Design Manual for onsite wastewater treatment and disposal system is <br /> required for each parcel. A permit fee per percolation hole is required. The review fee will be <br /> based on the current schedule at the time of payment. <br /> b. The existing private water wells shall be tested for the chemical Dibromochloropropane (DBCP) <br /> and nitrates with the results submitted to the Environmental Health Department prior to issuance <br /> of building permit. Samples are to be taken and analyzed by a State-approved laboratory (San <br /> Joaquin County Development Title, Section 9-1115.7) <br /> c. Submit to the Environmental Health Department revised site plans showing the maximum number <br /> of persons the sewage disposal system is being designed for. In addition, show on revised plans <br /> that the leach field area will be barricaded so it cannot be driven over, parked on, or used as a <br /> storage area. This leach field area must be used for that specific purpose only, and it cannot <br /> contain any underground utility lines (San Joaquin County Development Title, Section 9- <br /> 1110.4(c)(5)). <br /> In addition, the revised site plan shall incorporate the 100% designed sewage disposal <br /> replacement area. <br /> PA-1300105(UP)Conditions of Approval 4 <br />
