E05118A <br /> L • ChevronTexaco,U.S., CAN 35275 Welty Road,Vernalis <br /> L3.1.2 San Joaquin Couaty Environmental Health Department <br /> According to Mrs. Kimberly Blackwell of the EHD, these two files were available for file review.' <br /> L35275 Welty Road is located approximately one quarter mile northeast of the subject property. <br /> According to a report done in August of 2003 by Geomatrix, the site has been recorded as a <br /> L source of contamination including pollutants such as petroleum hydrocarbons and chlorinated <br /> volatile organic compounds (VOCs). Historical use of the site was for the production of cans, <br /> and the site is currently used to manufacture containers.The source of petroleum hydrocarbons <br /> L has been connected with the Old Valley Pipeline that transported heavy crude oil.The pipeline <br /> runs parallel to the Union Pacific railroad tracks to the northeast of 35275 Welty Road. The <br /> presence of chlorinated volatile organic compounds(VOCs),includingTrichloroethylene(TCE) <br /> L and Trichloroethane (TCA) in soil and groundwater is likely due to the former can <br /> manufacturing plant located at 35275 Welty'. <br /> I For the last decade,there has been monitoring of the contamination.According to a report by <br /> L the CVRWQCB in December of 2003,'the extent of the soil and groundwater contamination <br /> had been generally delineated laterally on-site.However,the extent of on-site vertical or off-site <br /> L lateral contamination had not been delineated.A work plan had been requested by the RWQCB <br /> for a time schedule to evaluate the off-site lateral extent for impacted soil and groundwater.It <br /> was also mandated to install more groundwater monitoring wells and a groundwater sampling <br /> plan. <br /> j„ According to personal communication on December 2,2005 with C. Dean Hubbard of <br /> RWQCB', contamination on site has been generally delineated;most of the contamination <br /> was on-site and to the northeast of the site where the pipeline ran. New monitoring wells <br /> have been installed and there is a quarterly monitoring of the site and to the northeast of the <br /> site.
