• On August 27, 2009, the Community Development Department approved Site <br /> Approval application No. PA-0900200 for a small winery. <br /> • Currently, the Community I:)evelopment Department is processing a Williamson <br /> Act Contract Cancellation application for 1.2 acres and a Site Approval application <br /> to convert an existing residence into a bed and breakfast inn. <br /> The previously approved Use .Permit is for the conversion of two agricultural buildings that <br /> total 10,880 square feet into an off-site wine cellar and wine-tasting room and a banquet <br /> facility for tip to 24 marketing events per year for a maximum of 150 people per event as <br /> shown in the Marketing Plan and on the Site Plan dated September 26, 2008. (Use Type: <br /> Wineries and Wine Cellars—Off Site Wine Cellar) <br /> The project is located on the southwest corner of Taddei Road and Bender Road, northwest <br /> of Lodi., in Acampo. <br /> On February 4, 2010, the Planning Commission approved the Revisions of Approved <br /> Actions application for previously approved Use Permit No. PA-0800266. <br /> REASON FOR RECOMMENDATION: <br /> The Planning Commission heard this matter at its regular meeting of February 4, 2010. <br /> Mike .Ilakeem, attorney for the applicant, spoke in favor of the project. Katie Patterson, <br /> representing the Farm Bureau, Jack Hamm, vice-president of the Farm Bureau, and <br /> Matthew I'erman spoke in opposition to the project:. After consideration of all oral and <br /> written testimony, the Planning Commission voted 4-0 to approve the project with the <br /> Revised Findings, Williamson Act Principles of Compatibility, and Revised Conditions <br /> of Approval contained in the Staff Report. <br /> On February 16, 2010, the Farm Bureau appealed the decision. <br /> APPEAL STATEMENTS AND RESPONSES <br /> Appeal Statement No. 1 <br /> The Farin Bureau states: <br /> We believe there is insufficient analysis for this project, and it does not represent <br /> the project that is being implemented on the ground. The piecemeal approach of <br /> this project has created a disingenuous approach to planning and fails to address <br /> impacts on surrounding agricultural parcels. <br />
