-3- <br /> Response to Appeal Statement No. 1 <br /> The Community Development Department and the PIanning Commissioners are aware of <br /> the size and scope of this project. This project is a Revisions of Approved Actions to <br /> increase the number of people per inarketing event and to change the hours of operation <br /> for wine tasting. The revision is in response to the changing business environment, ABC <br /> requirements, and County ordinances. <br /> Since purchasing this property, the applicant has remodeled and enlarged the house, <br /> completed a Lot Line Adjustment, established an off-site wine cellar with 24 marketing <br /> events, received approval for a winery, applied to cancel 1.2 acres of their 33-acre <br /> Williamson Act contract, and applied for the conversion of a single family residence into <br /> a bed and breakfast inn. The Community Development Department and other public <br /> agencies have been involved in each step. The Public Works Department required a <br /> traffic study for this Revisions of Approved Actions application. The traffic study did not <br /> recommend any mitigation for the surrounding public roads. The complete history and all <br /> the uses on a parcel are part of the research done for approval of subsequent projects. <br /> Therefore, this project has been fully analyzed. <br /> At the public hearing, Matthew Perman, Jack Hamm, and Katie Patterson each brought ` <br /> up issues regarding the surrounding'agricultural parcels. Commissioner Vllapudua said <br /> that he had no problem with the project. Commissioner Morri said that he could make all <br /> the findings. Commissioner Johnson said'that this project does not have a significant <br /> impact on farming. Commissioner Nickerson said that the wine industry in Lodi needs all <br /> the help it can get. <br /> The Community Development Department,Public Works Department, and the <br /> Environmental Health Department modified the Conditions of Approval in response to <br /> the Revisions of Approved Actions. All four Planning Commissioners present could <br /> make the Findings and support approval of the Revisions of Approved Actions request. <br /> Appeal Statement No. 2 <br /> The Farm Bureau states: "We are concerned with Staff Report Finidifigs 1. and 2 and <br /> Williamson Act Principles of Compatibility Findings 1 and 2." <br /> [Ending No. 1: The proposed use is consistent with the goals, policies, standards, and <br /> maps of the General Plan, any applicable Master Plan, Specific Plan, and Special Purpose <br /> Plan, and any other applicable plan adopted by the County. <br />
