The Initial Study is completed and <br /> draft tentative conditions of approval have been prepared as follows: <br /> Quarry Excavation Application No. QX-99-1 was approved by the San Joaquin County Planning <br /> Commission on . The effective date of approval is . This approval will <br /> expire on which is 18 months from the effective date of approval, unless (1) all <br /> Conditions of Approval have been complied with, (2) all necessary building permits have been <br /> secured and remain in force, and (3) all necessary permits from other agencies have been <br /> secured and remain in force. <br /> Unless otherwise specified, all Conditions of Approval and Ordinance requirements shall be <br /> fulfilled prior to the establishment of the use and the issuance of any building permits. RECLAMATION PLAN: The Mining and Reclamation Plan shall be prepared by <br /> a registered Civil Engineer, showing drainage, driveway access details, on-site <br /> parking, existing and proposed utility services, grading, and reclamation. Storm <br /> drainage runoff shall be retained on the site. The drainage pattern and <br /> corresponding storm drain improvements shall be shown on the Plan. A plan <br /> check fee as specified by Section 9-240 will be required. The Mining and <br /> Reclamation Plan shall be prepared in accordance with the reclamation <br /> standards developed pursuant to Surface Mining Reclamation Act (SMARA) <br /> Section 2773(b) and approved by all agencies with permit authority prior to <br /> initiating the use. <br />
