MONK &ASSOCIATES <br /> Biological Resources, <br /> Impacts and Mitigations <br /> -_ Tracy Facility Expansion Site <br /> In addition g' n to the mitigation requirements established by US <br /> FWS in their letter to San Joaquin <br /> County as presented above, during the December 1993 meeting with CDFG and USFWS, these <br /> agencies determined that any area of the project site that flooded during 100=year storm.events in <br /> Corral Hollow Creek, as a direct result of the mining project,would be considered permanently <br /> impacted. It was reasoned that flooded areas do not constitute habitat that kit fox could <br /> reasonably be expected to occupy. <br /> The total project site(137 acres)would be mined over a six-year period and then reclaim <br /> ed: <br /> ite reclamation would include recontouring the mined area, <br /> Upon cessation of mining activities, s <br /> and planting an <br /> annual grassland forb/grass <br /> mix in a tackified hydromulch application. The site <br /> perpetuity as rangeland(pasture land). It would be preserved via a <br /> d then be managed in peep ty <br /> wool . <br /> i conservation easement,or in the event that no suitable conservators are found for the <br /> conservation easement,in a Grant of Easement. 'In all, 110.93 acres would be mined and <br /> would remain protected from flooding in Corral Hollow Creek during l 00-year storm events. In <br /> es of erimeter setback areas would remain free of flooding. <br /> addition, <br /> the 10.88 acre <br /> p <br /> 9 <br /> There would continue to be flooding impacts to.10.58 acres of habitat permanently enclosed <br /> within the Corral Hollow Creek protection corridor by the southern berm. These 10.58 acres in <br /> addition to the 4.4-acre streambed would be subject to flooding from 100-year storm events <br /> (total 14.98 acres). However,�as Figure 6 shows,the 10.58-acre set aside area plus the 4;4-acre <br /> stream channel are now normally subjected to inundation/flooding from 10Q-year storm events. <br /> Thus, since the Corral Hollow Creek protection corridor would not be mined,mitigation for <br /> flooding in this area should not be required. Consequently, the total kit fox mitigation <br /> requirement should be 133.99 acres of Habitat.Management Lands. This mitigation acreage <br /> .requirement is calculated as follows: Since 121.81 acres would be impacted and restored in a 6 <br /> year period, and would constitute temporary impacts,these impacts would be compensated for <br /> by multiplying 121.81 acres by 1.1,or 133.99 acres of kit fox Habitat Management Landswould <br /> need to be provided for temporary impacts to kit fox habitat from the proposed mining project. <br /> Granite proposes to use the entire reclaimed project site as partial compensation for impacts to <br /> kit fox habitat. Granite would receive 50 percent credit for the 136:79-acre project site. While <br /> Granite would be dedicating the entire 136.79-acre project site in perpetuity as kit fox preserve, <br /> Granite would only receive 68.40 acres of credit to meet the overall mitigation requirement of <br /> 133.99 acres of Habitat Management Lands• An offsite mitigation parcel would have to be <br /> purchased to meet the remaining 49 percent mitigation requirement. <br /> activities, the <br /> Prior to commencing with raining applicant would also enlist the services of a <br /> qualified biologist to conduct kit fox pre-mining surveys over the area that would be impacted by <br /> the expansion project in that particular year.
