Parcel no. <br /> 025-110-10 is located on the southwest corner of Turner Road and <br /> Thornton Road, across Thornton Road from the project site. The <br /> conceptual plan for the underlying project shows the septic system and <br /> stormwater retention basin located on parcel no. 025-110-10. The <br /> Environmental Health Department and the Department of Public Works <br /> will review and approve the proposed location of the septic system and <br /> stormwater retention basin, respectively. The location of the well was not <br /> indicated on the conceptual plan, but the Environmental Health <br /> Department will be responsible for approving the well permit. At the time <br /> of development, the applicant will have to meet the requirements of the <br /> Development Title concerning the septic system, well, and stormwater <br /> retention basin. <br /> Zone Reclassification <br /> In order to approve an application for a Zone Reclassification, the Planning Commission <br /> and the Board of Supervisors must determine that all of the following are true: <br /> (a) The proposed zone district is consistent with the General Plan, any applicable <br /> Master Plan, and any applicable Specific Plan; and <br /> (b) The proposed zone district is reasonable and beneficial at the time. <br /> (Development Title Section 9-812.4) <br /> • The proposed project does not meet the minimum General Plan policy <br /> requirements for the roadway classification, it is not consistent with the <br /> General Plan. Therefore, the Zone Reclassification is not reasonable and <br /> beneficial at this time until the project can become consistent with the <br /> General Plan. <br /> 2 <br />
