The applicant shall submit a drainage report completed by a registered Civil Engineer, for review <br /> by the Department of Public Works, which defines the impact of the proposed project on the <br /> drainway. <br /> 3. PUBLIC HEALTH SERVICES (Staff Contact: Johnny Yoakum, 468-3147) <br /> a. Any permits for this project shall be subject to written approval from the California Regional Water <br /> Quality Control Board (Contact: Tim O'Brian, 916-255-3116) <br /> b. Any complaints that are verified against this site will be charged the hourly rate of$87.00 for <br /> response and correction (per Board of Supervisors Resolution B-92-1591.c). <br /> 4. STATE DEPARTMENT OF FISH AND GAME <br /> a. ON-SITE MITIGATION MEASURES FOR KIT FOX AND BURROWING OWLS: The following <br /> on-site mitigation measures shall be implemented during the construction and pre-construction <br /> period: <br /> (1) During the pre-construction period, boundaries shall be staked, protective fencing shall be <br /> provided for vulnerable on-site habitats such as riparian corridors and nests/burrows, and <br /> pre-construction surveys shall be initiated 30 days before planned construction and shall be <br /> conducted prior to each project stage to locate burrowing owl, kit foxes, and kit fox dens. <br /> (2) During all construction periods, a biologist shall be made available to provide assistance and <br /> to monitor the successful implementation of these mitigation measures. <br /> t (3) Any kit fox dens or burrowing owl nests identified within the path of construction shall be <br /> excavated prior to the breeding/nesting season under the direct supervision of a wildlife <br /> biologist, subject to State Department of Fish and Game and U.S. Fish and Wildlife Service <br /> approval. <br /> (4) An endangered species compliance program shall be developed and implemented for project <br /> employees and contractors. This program shall be subject to approval of the Department of <br /> Fish and Game and the County. <br /> 5. U. S. FISH AND WILDLIFE SERVICE <br /> a. SPECIAL STATUS SPECIES CONSULTATION: Prior to issuance of building or grading permits or <br /> initiation of any ground disturbing activities, the applicant shall consult with the California <br /> Department of Fish and Game and the U. S. Fish and Wildlife Service on the impacts to special <br /> status species. The applicant shall submit for County Administrator staff review documentation of <br /> Endangered Species Act compliance.
