[ J. and other ordinance requirements may apply. 1. COMMUNITY DEVELOPMENT DEPARTMENT (Staff Contact: Chandler Martin,468-3144) a. BUILDING PERMIT: Submit an "APPLICATION-COMMERCIAL BUILDING PERMIT".. E The Site Plan required as a part of the building permit must be prepared by a registered civil engineer or licensed architect. This Plan must show drainage, driveway access details including gates, on-site parking, landscaping, signs, existing and proposed utility services, and grading (refer to the "SITE PLAN CHECK LIST' for details). A fee is required for the Site Plan review. (Development Title Section 9-884) b. APPROVED USE: This approval is for the expansion of an olive processing facility by the construction of a detention pond for the storage of process waste water and the construction of an additional concrete slab for additional storage tanks as shown on the site plan dated November 30, 2000. c. BUSINESS LICENSE: The applicant shall secure an approved Business License prior to the initiation of the use. The Business License may be applied for concurrently with the building permit application. (Section 7-1000 of the County Ordinance Code) d. STORM DRAINAGE: Stormwater drainage shall be retained on-site. The drainage pattern and corresponding storm drain improvements shall be shown on the Site Plan. Drainage calculations prepared by a registered civil engineer or architect shall be included. (Development Title Section 9-1135) 2. ON-SITE MITIGATION MEASURES.FOR KIT FOX AND BURROWING OWLS: The following on-site mitigation measures shall be implemented during the construction and pre-construction period: a. During pre-construction period project, boundaries shall be staked; protective fencing shall be provided for vulnerable on-site habitats such as riparian corridors and nests/burrows; and pre-construction surveys shall be initiated 30 days before planned construction and shall be conducted prior to each project stage to locate burrowing owl, kit foxes and kit fox dens; b. During all construction periods, a biologist shall be made available to provide assistance and to monitor the successful implementation of these mitigation measures; c. Any kit fox dens or burrowing owl nests identified within the path of construction shall be excavated prior to the breed inglnesti ng season under the direct supervision of a wildlife biologist, subject to Department of Fish and Game and U.S. Fish and Wildlife Service approval; d. An endangered species compliance program shall be developed and implemented for project employees and contractors; this program shall be subject to approval of the Department of Fish and Game and the County.
