The fee is due and payable <br /> at the time of building permit application. The fee currently is$686.00 per 1,000 gross square feet <br /> of building designated as "Manufacturing" in the Tracy area. The fee shall be automatically <br /> adjusted July 1 of each year by the Engineering Construction Cost Index as published by the <br /> Engineering News Record. (Resolution R-96-592) <br /> b. A copy of the Final Site Plan shall be submitted prior to the release of building permits. <br /> c. Verification shall be obtained from the Solid Waste Division (468-3066)that this development has <br /> addressed the items on the attached Waste Plan Format for Development Projects. <br /> i <br /> d. If Surface Transportation Assistance Act trucks will be used,the route shall be improved to qualify <br /> for a Surface Transportation Assistance Act Truck Terminal route. <br /> e. A retention pond or terminal drainage system shall be provided to meet the requirements of the <br /> County and to provide adequate drainage for the new development. Hydrologic and hydraulic <br /> analyses shall demonstrate that all property, both downstream and upstream of the discharge,will <br /> not be subject to a higher flood level as a result of the proposed drainage. (Development Title <br /> Section 9-1135.2) <br /> 3. PUBLIC HEALTH SERVICES(Staff Contact: Johnny Yoakum,468-3147) <br /> i <br /> a. A soil suitability study/nitrate loading study which indicates that the area is suitable for septic tank <br /> usage must be performed prior to the issuance of building permits,as required by Development <br /> Title Section 9-1105.2(d). A nitrate loading study is required,and a review fee of$390.00 must be <br /> paid at the time of submittal to the Environmental Health Division. <br /> The sewage disposal system shall comply with the on-site sewage standards of San Joaquin <br /> County prior to approval of building permits. A percolation test that meets absorption rates of the <br /> manual of septic tank practice or the EPA Design Manual for on-site waste water treatment and <br /> disposal systems is required for each parcel. A permit fee of$78.00 per percolation hole is <br /> required. <br /> b. State on revised site plans the maximum number of employees the sewage disposal system is <br /> being designed for and that the leach field area will be barricaded so it cannot be driven over, I <br /> parked on, or used as a storage area. This leach field area must be used for that specific purpose ! <br /> only and cannot contain any underground utility lines. (Development Title Section 9-1110.4[c][5]) 1 <br /> I <br /> c. Construction of an individual sewage disposal system under permit and inspection by the <br /> Environmental Health Division is required at the time of development. (Development Title Sections <br /> 9-1110.3 and 9-1110.4) <br /> d. Submit a site plan or map plan to the Environmental Health Division which shows sewage and well <br /> information that clearly delineates the proposed locations, per ordinance requirements. <br /> (Development Title Section 9-1110.4) <br /> e. Obtain discharge requirements from the California Regional Water Quality Control Board, Central <br /> Valley Region, prior to development.
