Surface and Subsurface Contamination Report—APN: 229-220-024,025 —To adjust two(2)Parcels)
totaling 96.7 acres into one parcel,Parcel A, containing 15 acres and a second parcel,Parcel B,vont-
aining 81.7 acres and then separating out Parcel B (81.7 acres)for future use and development.
4.2 Site Reconnaissance And Survey: On March 30, 2004, I conducted a property field
reconnaissance and search to determine if there were above ground fuel storage tanks, oil
drums, kerosene, other petroleum products and/or other possible contaminant receptacles
situate on Parcel B (81.7 acres) that could contribute to contamination.
No vent pipes or depressions were noted that would indicate any underground
tanks existing on the subject property. Also the San Joaquin County Public Health
Services Underground Site Mitigation Database List, dated 01/28/03,binder available in
the San Joaquin County Environmental Department was reviewed and no underground
tanks were listed on the subject property. However, no subsurface excavations were
performed in my reconnaissance and survey of the subject property.
The conditions seen and noted are best described and recorded by the colored
photographs I took and are available for viewing in Appendix I that is attached to and
made an integral part of this report . A total of nineteen(19)photographs were taken. The
locations the photographs were taken at is denoted by a circled alphabet letter and the
directions viewed are denoted by an arrow with the sequential direction viewed by a
number at the end of the arrows and all are shown on the attached Tentative Parcel Map.
The photographs in the appendix are correlated to the Tentative Parcel Map by
referencing each photograph with an alphabet letter and a number. The alphabet letter
denotes the location the photograph was taken at and the number indicates the sequence
of the direction being viewed.
4.3 Possible Septic Contamination: Existing San Joaquin County Environmental Health
Department records of nine (9) septic system permit installations along Victory Road
were reviewed and are summarized in the attached"San Joaquin Co. Environmental
Health Department Septic Permit Records Study", which contains permit numbers.,dates,
names and addresses, soil type and leach field and pits system installations information.
The records reviewed covered about a thirty-five(35)year period from August 30, 1956
through January 25, 1991. Two (2)of the records were for making repairs to the existing
systems. One was for a combination of repairing an existing system installation and
adding a new system and the other was for repairing an existing twenty(20)yards size
sump. A sump system was the predominate type of new septic system installations and
historically have served well over the years..
Two(2) of the permits listed the soil as sandy loam. One (1)permit listed the soil
as Clay Loam and another as Clay Loam and Hardpan. Yet another permit listed the soil
as clay. One (1)of the permits listed the soil as sand and the three(3)remaining permits
did not list a soil type.
4.4 Possible Nitrate and DBCP Pollution: No animals were seen on the subject property
so there does not appear to be any undue nitrate concentrations because of an
overpopulation of animals.
Joe Dutra, Jr., 16113 South Victory Road, Oakdale, California 95361 (Project Site) 3
T n Finanrial 1 SMO Ctandifnrd Avemie Rnildino r`.-1 Mndretn r'.alifnmia 91150(Rneinraa)
