Adjustments to improvements shall be made to provide <br /> for two-way traffic and temporary cul-de-sacs, as well <br /> as utility systems modifications to conform to County <br /> standards where the subdivision is to be recorded in <br /> phases. (Development Title Section 9-1100. 3) <br /> j . The Traffic Impact Mitigation Fee will be required when <br /> the parcels are developed. The fee is due and payable <br /> at the time of building permit application. The fees <br /> currently are $6,819 .00 per 1, 000 gross square feet of <br /> buildings designated as "Retail Service, " $2 ,909.00 per <br /> 1, 000 gross square feet of buildings designated as <br /> "Office, " $2 , 111. 00 per 1, 000 gross square feet of <br /> buildings designated as "Service Commercial, " $1, 480. 00 <br /> per 1, 000 gross square feet of buildings designated as <br /> "Warehouse, " and $1, 165. 00 per 1, 000 gross square feet <br /> of buildings designated as "Manufacturing" in the <br /> Stockton area. The fee shall be automatically adjusted <br /> July 1 of each year by the Engineering Construction <br /> Cost Index as published by the Engineering News Record. <br /> (Resolutions R-90-304 and R-91-1025) <br /> k. The Water Supply Facilities Impact Mitigation Fee will <br /> be required when the parcels are developed. The fee is <br /> due and payable at the time of building permit <br /> application. The fees currently are $236.00 per 1, 000 <br /> gross square feet of buildings designated as "Retail <br /> Service, " "Office, " or "Service Commercial" and $94 . 00 <br /> per 1, 000 gross square feet of buildings designated as <br /> "Warehouse" or "Manufacturing. " The fees shall be <br /> automatically increased on January 1 of each year at <br /> the rate of 6.9 percent. An additional 3 .5 percent <br /> shall be added to the fee upon payment for processing <br /> and administering the program. (Resolution R-91-327) <br /> 1. A Preliminary Soils Report is required in accordance <br /> with County standards for the purpose of determining <br /> the R-Value for the design of the roads. (Development <br /> Title Section 9-910. 2) <br /> M. All utilities shall be underground except power <br /> transmission facilities of 35 KV or greater. Public <br /> utility easements shall be provided along the road <br /> frontage of the subdivision and as required by the <br /> public utility companies. (Development Title Section <br /> 9-1155.2) <br /> n. The subdivider shall agree to and shall pay user fees <br /> for the utility services from the time improvements are <br /> accepted by the County until the lots are placed on the <br /> County tax rolls, or up to an 18-month period, as the <br /> case may be.
