o. All traffic signs and markings shall conform to the Manual on Uniform Traffic Control Devices and San Joaquin County standards, and they shall be shown on the improvement plans. (Development Title Section 9- 1150. 2) P. A grading plan shall be submitted and approved prior to approval of the Parcel Map. The grading plan shall contain the information listed in the U.B. C. , Appendix, Chapter 70, Section 7006 (1) , with complete drainage details and elevations of adjacent parcels. Retaining wall details shall be submitted where applicable. Grading in excess of 5, 000 cubic yards shall comply with Section 7014 for "Engineered Grading Requirements. " q. Access rights shall be dedicated and restricted for Parcels 9 and 13 along the frontage of Wilcox Road. (Development Title Section 9-1150 . 5) r. Improvements, restrictions, and permits shall be as required by Caltrans for State Highway 88 . S. A traffic study to address the intersection of Piccoli Road and Wilcox Road with State Highway 88 shall be required. Subdivider shall mitigate any problems identified in the traffic study caused by this project. The subdivider shall enter into an agreement to participate financially for his fair share of the cost for traffic signal installation at these intersections, when warranted. The subdivider shall deposit funds with the County for all costs, as estimated by the Public Facilities Division of the Department of Public Works, prior to Public Works preparing or contracting for the required study. (Development Title Section 9- 1150. 4) 3 . PUBLIC HEALTH SERVICES: a. Connection to a public sewer system is required. (Development Title Section 9-1105 . 2 (b) ) b. Open, pump, and backfill the septic tank, seepage pit, or excavation at the existing home and businesses at the time of development under permit and inspection by the Environmental Health Division.
