M .
-3- -
day or less) associated with these facilities. Also, only domestic wastewater is allowed
under the general WDRs so that the threat from exotic chemicals or more toxic
constituents is non-existent.
Based upon the information contained in the Environmental Checklist and this
document, the SWRCB finds that the discharge of waste from small domestic systems
will not result in a significant effect on the environment, provided that the discharger
complies with the terms of this Order. The basis for this conclusion is set forth more
fully below.
IV. Reasons for Modified Environmental Checklist
The sections not included in the attached Environmental Checklist are Population and
Housing, Transportation/Circulation, Energy and Mineral Resources, Noise, Public
Services, and Cultural Resources. The potential impacts of new domestic systems on
these subjects depends upon site-specific considerations, which are unknown at this
time. Any discussion by the SWRCB on these topics would, therefore, be speculative
and conceptual
V. Discussion of Environmental Evaluation
The discussion below is keyed to the CEQA Environmental Checklist (attached).
3.h. Impacts to Ground Water Quality
The discharge of small volumes of domestic wastewater to land for disposal by leach
field, ponding, or other appropriate disposal method could have a limited impact on
ground water in the area surrounding the disposal activity. Domestic wastewater
usually contains nitrates and salts. Subsurface, spray irrigation, and percolation pond
disposal are the disposal methods most likely to affect water quality in the ground
water. Under inappropriate conditions, each of these disposal methods has the
potential to pass nitrate and salt to the ground water. The proposed general WDRs
though will mitigate this potential impact because the discharger will be required to
comply with the following provisions:
A.2. The treatment and disposal of wastes at the facility shall not cause
pollution, contamination, or nuisance as defined in CWC
Section 13050.
A.7. Discharge of waste classified as "hazardous" or "designated",as
defined in CCR, Title 23, Chapter 15, Section 2521(a) and
. Section 2522 (a), [...J, to any part of the wastewater disposal
system is prohibited.
