Also, only domestic wastewater is allowed <br /> under the general WDRs so that the threat from exotic chemicals or more toxic <br /> constituents is non-existent. <br /> Based upon the information contained in the Environmental Checklist and this <br /> document, the SWRCB finds that the discharge of waste from small domestic systems <br /> will not result in a significant effect on the environment, provided that the discharger <br /> complies with the terms of this Order. The basis for this conclusion is set forth more <br /> fully below. <br /> IV. Reasons for Modified Environmental Checklist <br /> The sections not included in the attached Environmental Checklist are Population and <br /> Housing, Transportation/Circulation, Energy and Mineral Resources, Noise, Public <br /> Services, and Cultural Resources. The potential impacts of new domestic systems on <br /> these subjects depends upon site-specific considerations, which are unknown at this <br /> time. Any discussion by the SWRCB on these topics would, therefore, be speculative <br /> and conceptual <br /> V. Discussion of Environmental Evaluation <br /> The discussion below is keyed to the CEQA Environmental Checklist (attached). <br /> 3.h. Impacts to Ground Water Quality <br /> The discharge of small volumes of domestic wastewater to land for disposal by leach <br /> field, ponding, or other appropriate disposal method could have a limited impact on <br /> ground water in the area surrounding the disposal activity. Domestic wastewater <br /> usually contains nitrates and salts. Subsurface, spray irrigation, and percolation pond <br /> disposal are the disposal methods most likely to affect water quality in the ground <br /> water. Under inappropriate conditions, each of these disposal methods has the <br /> potential to pass nitrate and salt to the ground water. The proposed general WDRs <br /> though will mitigate this potential impact because the discharger will be required to <br /> comply with the following provisions: <br /> A.2. The treatment and disposal of wastes at the facility shall not cause <br /> pollution, contamination, or nuisance as defined in CWC <br /> Section 13050. <br /> A.7. Discharge of waste classified as "hazardous" or "designated",as <br /> defined in CCR, Title 23, Chapter 15, Section 2521(a) and <br /> . Section 2522 (a), [...J, to any part of the wastewater disposal <br /> system is prohibited. <br />
