V 1 <br /> • -4- <br /> B.II.C. <br /> 4-B.1.c. The siting, design, construction, operation, maintenance and <br /> monitoring of all small domestic systems must comply with all of <br /> the applicable provisions of the RWQCB's Basin Plan. <br /> B.5.b. No part of the disposal system(s) shall extend to a depth where <br /> waste may pollute ground water. <br /> C.1.a. The discharge shall not pollute ground or surface waters. <br /> C.1.b. The discharger shall not adversely affect beneficial uses or cause <br /> an exceedance of any applicable Basin Plan water quality <br /> objectives for ground or surface waters. <br /> The minimum acceptable separation of the discharge point from ground water is <br /> specified in each RWQCB's Basin Plan. <br /> The above provisions will mitigate the potential impact of any discharge covered under <br /> the proposed general WDRs on ground water quality. Other factors which will have a <br /> mitigating effect are the low flow rates (maximum average daily flow of 20,000 gallons <br /> per day or less) and the ability of the soil to filter/treat the wastewater. <br /> 4.d. Creation of Objectionable Odors <br /> The discharge of domestic wastewater to land disposal has the potential to create <br /> objectionable odors. The following provisions of the proposed general WDRs will <br /> mitigate this potential impact: <br /> A.2. The treatment and disposal of wastes at the facility shall not cause <br /> pollution, contamination, or nuisance as defined in Section 13050 <br /> of CWC Section 13050. <br /> B.1.a. Odors of sewage origin shall not be perceivable beyond the limits <br /> of the individual facility. <br /> B.1.b. The siting, design, construction, operation, maintenance and <br /> monitoring of all small domestic treatment systems must be <br /> consistent with all of the applicable RWQCB's policies, procedures, <br /> criteria, guidelines, conditions, and provisions as prescribed in the <br /> applicable RWQCB's Basin Plan. <br /> B.5.a. The subsurface wastewater disposal system shall be maintained so <br /> that at no time will sewage be permitted to surface at any location. <br />
