m. Drainage from the parcel shall be retained on the site by a retention basin meeting County <br /> standards. Drainage for the pond shall be calculated by a registered civil engineer or architect prior <br /> to issuance of building permits. The project shall also be designed to accept and retain additional <br /> volume runoff in the amount of four-acre-feet into the project, as shown in the Gill Creek and <br /> Woodbridge Road Watersheds Reconnaissance Study. An Inundation Easement shall be dedicated <br /> to the San Joaquin County Flood Control and Water Conservation District that provides for the <br /> periodic flooding of the project site. (Development Title Section 9-1135.9) <br /> n. The developer shall replace the existing 12-inch pipe across the project frontage along Woodbridge <br /> Road with an 18-inch pipe prior to issuance of building permits. <br /> o. The developer shall construct or provide funds to construct the portion of the new pipe system across <br /> the project frontage along N. State Route 99 East Frontage Road, as shown in the Gill Creek and <br /> Woodbridge Road Watersheds Reconnaissance Study, prior to issuance of building permits. <br /> p. An evacuation/relocation plan that provides measures to be taken to ensure protection of RV park <br /> uses and their property shall be approved prior to issuance of building permits. <br /> NOTE: Any construction activity that results in the disturbance of at least one acre of soil shall require a <br /> State NPDES construction permit. <br /> 3. ENVIRONMENTAL HEALTH DEPARTMENT(Staff Contact: 468-3455) <br /> a. Environmental Health requires a soil suitability/nitrate loading study incorporating proposed staff and <br /> recreational vehicle use to indicate that the area is suitable for septic usage. This must be performed <br /> prior to issuance of building permits (Development Title Section 9-1105.2[d]). A review fee of <br /> $465.00 must be paid at the time of submittal to Environmental Health. <br /> The sewage disposal system shall comply with the on-site sewage standards of San Joaquin County <br /> prior to approval. A percolation test that meets absorption rates of the manual of septic tank practice <br /> or the EPA Design Manual for on-site wastewater treatment and disposal systems is required for <br /> each parcel. -A permit fee of$93.00 per percolation hole is required. <br /> b. The existing private water wells shall be tested for the general mineral and Dibromochloropropane <br /> (DBCP) prior_to issuance of building permits. Samples are to be taken and analyzed by a State <br /> approved laboratory. (Development Title Section 9-1115.7) <br /> c. Submit plans for a sewage treatment plant(for the entire development)to Environmental Health for <br /> approval. A Registered Engineer must design and sign the plans(Development Title Section 9- <br /> 1105.2). A review fee of$930.00 is payable at the time of submittal per Resolution 90-620. <br /> NOTE: Environmental Health is concerned about the historical flooding in this area that should be <br /> considered in the design criteria. <br /> d. If a dump station is proposed, submit plans with a$186.00 review fee to Environmental Health for <br /> review and approval. <br /> e. Obtain discharge requirements from the California Regional Water Quality Control Board, Central <br /> Valley Region, prior to development(Water Code, Article 5, Section 13280) due to daily waste flow <br /> above 5000 gallons. <br /> Environmental Health requirements to operate a wastewater treatment facility under their jurisdiction <br /> include an annual operating permit, with a current fee of$470.00. <br /> San Joaquin County PA-0500531\Douglas, Greenmyer <br /> Community Development Page 9 <br />
