MONITORING AND REPORTING PROGRAM -6- <br /> CITY OF LODI <br /> WHITE SLOUGH WATER POLLUTION CONTROL PLANT <br /> SAN JOAQUIN COUNTY <br /> SOIL PROFILE MONITORING <br /> A minimum of six representative locations shall be established for soil profile <br /> sampling of the fields where effluent and sludge are applied. The following <br /> shall constitute the monitoring program: <br /> Measurement Units Soil Profile Frequency <br /> Nitrate Nitrogen mg/kg <br /> 4 feet' Annually' <br /> Kjeldahl Nitrogen mg/kg 4 feet' Annually' <br /> Soluble Salts' mg/kg 4 feet' Annually' <br /> Total Metals` mg/kg 4 feet' Annually' <br /> ' Samples shall be collected at 1-foot increments. <br /> ' Each location shall be sampled during the month of February <br /> 3 Soluble salts shall be determined using test methods described in Methods <br /> of Soil Analysis, Part 2, Chemical and Microbiological Properties, Second <br /> Edition; Edited by Page, Miller and Keeney; American Society of Agronomy, <br /> Inc. , Soil Science Society of America, Inc. : 1982 Page 168 et seq. , or <br /> other acceptable test methods with prior approval by the Executive <br /> Officer. Analytical results shall report the soil/water ratio. <br /> ' Total Metals shall include analyses for Cadmium, Chromium, Copper, Lead, <br /> Nickel , and Zinc. <br /> STORM WATER MONITORING <br /> The Discharger shall perform storm water monitoring as follows: <br /> 1 . Conduct an annual inspection to evaluate whether measures to reduce <br /> pollutant loadings identified in the SWPPP are adequate and properly <br /> implemented. <br /> 2. Observe and/or test for the presence of non-storm water discharges at <br /> least twice during the dry season (May through September) . <br /> 3. Conduct visual observations of all storm water discharge locations during <br /> the first hour of one storm event per month that produces significant <br /> storm water discharge (a continuous discharge of storm water for <br /> approximately one hour or more) to observe the presence of floating and <br /> suspended materials, oil and grease, discolorations, turbidity, and odor, <br /> etc. <br />
