(b) North Coast Helicopter Service, Inc. operated an <br /> agricultural chemical aerial application business at the Site from <br /> 1973 until November 1984 . <br /> (c) Mrs. Jean Lind was the co-owner of the Site from 1946 <br /> to 1977 . <br /> 2. 2 History. The Site has been the location of an active <br /> private airport since approximately 1929. In the past the Site <br /> has served as a base for various state, county and local agencies, <br /> as well as agricultural chemical applicators all of which were <br /> allowed to operate, store chemicals or service aircraft and <br /> equipment onsite. A small cafe, a flight school , and a skydiving <br /> school are also operated at the Site. The Site lies within a <br /> rural/residential region. <br /> 2 . 3 Site Investigation and Sampling Results. <br /> 2 . 3 . 1 On October 28, 1982, Department representatives <br /> collected four surface soil samples and one liquid sample at the <br /> Site as part of a routine Generator Inspection. The liquid sample <br /> revealed no pesticide contamination. Analytical results from the <br /> soil samples revealed two pesticides in concentrations which <br /> exceeded the Toxic Threshold Limit Concentrations (TTLC) (as <br /> specified in the California Administrative Code, Title 22, Chapter <br /> 30, Section 66699) . Dichlorodiphenyldichloroethylene (DDE) <br /> occurred at 78. 8 mg/kg, which was 78.8 times the TTLC, and <br /> toxaphene occurred at 1, 880 mg/kg, which was 367 times the TTLC. <br /> 2 . 3 . 2 On September 25, 1984 , Department representatives <br /> collected seven surface soil samples at the Site as part of a <br /> routine Generator Inspection. Analytical results revealed four <br /> pesticides in concentrations which exceeded their TTLC values. <br /> -3- <br />
