III. ORDER <br /> 3 . Respondents are jointly and severally ordered to <br /> conduct the following response activities in the manner specified <br /> herein and in accordance with a schedule specified by the <br /> Department as follows: <br /> 3 . 1 Preliminary Endangerment Assessment. Respondents <br /> shall conduct a Preliminary Endangerment Assessment (PEA) to <br /> determine whether current or past waste management practices have <br /> resulted in the release or threatened release of hazardous <br /> substances which pose a threat to public health or the <br /> environment. <br /> This PEA shall meet the following objectives: <br /> (a) Determine if a release or a threatened release of <br /> hazardous substances exists at the Site; <br /> (b) Initially assess the relative threat to public health <br /> and the environment posed by a release or threatened release at <br /> the Site; <br /> (c) Determine if an emergency removal action is needed at <br /> the Site in order to protect public health and the environment <br /> from any immediate hazard posed by a release or threatened <br /> release; <br /> (d) Determine what further remediation action(s) , if any, <br /> need to be taken at the Site; and <br /> (e) Provide recommendations on the additional data that <br /> must be collected to further evaluate the Site and/or how the Site <br /> -5- <br />
