(Condor) is pleased to provide this proposal to prepare a Spill <br />Prevention, Control and Countermeasures (SPCC) and Hazardous Waste Contingency Plan for the Covey <br />Auto Express Inc. facility (Facility) located at 1444 El Pinal Drive in Stockton, California. The <br />Environmental Protection Agency (EPA) under its Oil Pollution Prevention Regulation (40 CFR part <br />112) has established an above -ground storage tank (AST) capacity threshold of greater than 1,320 gallons <br />and an underground storage tank (UST) capacity threshold of greater than 42,000 gallons. Any facility <br />exceeding either of these thresholds is required to prepare and implement an SPCC Plan. The total <br />current AST capacity at the Facility exceeds the AST capacity threshold, and hence is required to <br />maintain and implement an SPCC Plan to be in compliance with EPA regulations. <br />Condor understands that a Hazardous Waste Tank Assessment is required for the Facility by the San <br />Joaquin County Environmental Health Department. Condor will submit a separate proposal and estimated <br />cost to provide this service. The tank assessment will be performed concurrently with activities for <br />preparation of the SPCC and Hazardous Waste Contingency Plans. <br />SCOPE OF WORK <br />The SPCC Plan will be prepared in general conformance with Title 40, Code of Federal Regulations, <br />Part 112. This scope of work incorporates the requirements of the new Federal Regulations amended in <br />November 2009 and effective January 14, 2010. In the course of preparing the SPCC Plan, Condor will <br />conduct a site visit of the Facility. The elements of the SPCC Plan include: <br />• Discussion of conformance with federal regulations <br />• Facility Description <br />o Facility diagram <br />o Above -ground storage information <br />
