E2C Remediation
Environmental Engineering,
Consulting and Remediation, Inc.
March 22, 2007
Ms. Marie McCrink
Regional Water Quality Control Board
Central Valley Region
11020 Sun Center Drive, #200.
Rancho Cordova, California 95670 - 6114
Subject: Proposed Well Sampling Program and Proposed Additional Deep
Groundwater Monitoring Well
Former Busy Bee Cleaners
40 North Main Street, Lodi, California
Dear Ms. McCrink:
On November 3, 2006 representatives of the Busy Bee site and the City of Lodi met to discuss
current project status. In this meeting minor modifications to the project were discussed and
tentatively agreed upon by both parties. This letter identifies the requested modifications.
Revised Groundwater Monitoring Program
Given the known information regarding the site and the nature of the solvent plume, it was
agreed that sufficient groundwater analytical data exists to warrant a request for a reduction in
sampling frequency at selected groundwater monitoring wells. Currently, twenty four (24)
groundwater monitoring wells located at and in the vicinity of the Former Busy Bee Cleaners
facility (the Site) located at 40 North Main Street in Lodi, California, are being sampled on a
quarterly basis. Groundwater monitoring well locations are shown on Figure 1.
This letter discusses the current groundwater monitoring well sampling program at the Site and
certain modifications to the program as jointly proposed by Busy Bee and the City of Lodi.
Groundwater samples have been collected quarterly in wells MW-1 BB through MW-6BB since
April/May 2003. Additionally, groundwater samples have been collected quarterly in wells MW-
7BB through MW-17BB, DW-1 BB, DW-2BB, DW-3BB, and EX-1 BB since January 2004. Most
recently, groundwater samples have been collected quarterly in wells MW-18BB, MW-19BB and
MW-06 since September 2005. Each well currently being sampled quarterly has been
evaluated individually to determine if a reduction in sampling frequency is warranted for that
well.
Based on a review of historical groundwater analytical data by EzC, the key quarter for sampling
appears to be the third Quarter, because from 2003 through 2006 overall concentrations of PCE
have appeared to be at their highest levels in the third quarter. As such, we are recommending
that wells proposed for semiannual sampling should be sampled in the first and third quarters of
each year. Any wells that are proposed for annual sampling should be sampled in the third
quarter.
5300 Woodmere Drive,suite 105, Bakersfield,CA 93313
tel 661.831.6906 fax 661.831.6234 www.e2cr.net
