September 18, 2002 <br /> Regional Water Quality Control Board <br /> Central Valley Region - North <br /> 3443 Routier Road, Suite A <br /> Sacramento, California 95827 - 3003 <br /> SUBJECT: PHASE 1 REVISED SITE CHARACTERIZATION WORKPLAN <br /> Former Busy Bee Cleaners <br /> 40 North Main Street <br /> Lodi, California <br /> Dear Sir/Madam: <br /> E2C Remediation, LLC (E2C) submits this Phase 1 Revised Site Characterization Workplan for <br /> the property formerly known as Busy Bee Cleaners, located at 40 North Main Street, Lodi, <br /> California. This revised Workplan has been prepared by E2C for the Regional Water Quality <br /> Control Board, Central Valley Region - North (RWQCB). The revised document incorporates <br /> responses to review comments made by the RWQCB in their letter dated April 30, 2002. It <br /> provides responses to Department of Toxic Substances Control's (DTSC's) review comments <br /> on the Site Safety Plan (SSP) made in their letter memoranda dated July 23, 2002 and August <br /> 15, 2002. E2C's response letters to DTSC's comments on the SSP and the associated changes <br /> to the SSP have been incorporated into the revised SSP. <br /> The revised Workplan also provides revisions in response to City of Lodi review comments <br /> made by letter dated August 26, 2002. In response to the September 18, 2002 conditional <br /> approval letter from Duncan Austin — RWQCB, E2C will begin conducting community relation <br /> activities in accordance with 40 CFR 300.430(d) and DTSC public participation policy as part of <br /> the Remedial Investigation/Feasibility Study (RI/FS). A draft Community Relations Plan will be <br /> prepared and submitted for regulatory agency review. Prior to commencing Phase 1 work, an <br /> information repository will be established at the City of Lodi public library. The repository will <br /> contain a copy of the approved Phase 1 Workplan and a fact sheet that informs potentially <br /> interested parties about the establishment of the repository and describes the proposed scope <br /> of work.
