Topsoil will be replaced on all exposed, disturbed or barren
areas, and the site will be revegetated with a mixture of
grasses, fertilizer and mulch.
Revegetation will take place in such a way as to establish a
diverse, effective and long-lasting vegetative cover that is
capable of self regeneration and at least equal in extent of
cover to the natural vegetation of the surrounding area.
Topsoil and soil substitute redistribution methods, volumes of
materials to be redistributed, any required topsoil
amendments, methods of redistribution and prevention of
overcompaction, minimum and average thicknesses of replaced
topsoil and overburden and methods to protect redistributed
topsoil from wind and water erosion will be as per the
recommendations of the USDA Soil Conservation Service.
22. For operations occurring within or adjacent to a seasonal or
permanent stream, river, or other body of water, describe
actions being taken to protect water quality and wildlife
habitat:
At no time will quarrying operations take place within or
immediately adjacent to a seasonal or permanent stream.
An existing watercourse and wetland habitat flows westerly
through the central portion of the lease holding. The project
applicant proposes that mitigating conditions be imposed upon
the excavation permit to reduce any potential environmental
impacts upon this watercourse and wetland to a level of
insignificance.
These conditions should include the requirement that
excavation and quarrying operations shall not disturb the
existing watercourse and wetlands habitats and shall not serve
to divert surface water flows out of the natural drainage
course. Excavation and quarrying operations shall not occur
within 100 feet from the centerline of the natural drainage
channel . This area may be enhanced by additional plantings if
this is deemed desirable or necessary upon appropriate agency
review.
If ultimately necessary, earthen retaining berms shall be
constructed to prevent overflow of water from the wetlands and
watercourse into the open pit excavation. Such berms shall be
constructed to a height of 25 feet, with a base width of 75
feet Earthen construction material shall be adequately
compacted and berm surfaces will be revegetated to prevent
water or wind erosion.
Process water and water from the 6 man-made recycling/storage
ponds in the northerly portion of the site will be retained
11
CONDOR
