3 <br /> WASTE DISCHARGE REQUIREMENTS <br /> EL RANCHO ROCK AND SAND, INC. , ET AL. <br /> SAN JOAQUIN COUNTY -3- <br /> 2. The discharge shall not cause degradation of any water supply. <br /> 3. The discharge shall remain within the designated disposal area at all <br /> times. <br /> 4. A 2.0 foot freeboard shall be maintained in all ponds at all times. <br /> 5. Ponds shall be managed to prevent the breeding of mosquitos. In <br /> particular, <br /> a. An erosion control program should assure that small coves and <br /> irregularities are not created around the perimeter of the water <br /> surface. <br /> b. Weeds shall be minimized through control of water depth or <br /> harvesting. <br /> C. Dead algae, vegetation, and debris shall not accumulate on the <br /> water surface. <br /> 6. Ponds shall have sufficient capacity to accommodate allowable <br /> wastewater flow and storm water flows from a 24-hour storm with a <br /> return frequency of 100-years. The design shall also account for an <br /> accumulation of fines within the pond. <br /> C. Solids Management: <br /> 1. Fines shall be managed as stipulated in the Site Operations Plan <br /> required in Provision D.4, below. <br /> D. Provisions: <br /> 1. Neither the treatment nor the discharge shall cause a nuisance or <br /> condition of pollution as defin;:d by the California Water Code, <br /> Section 13050. <br /> 2. The Discharger shall comply with Monitoring and Reporting Program No. <br /> 92-007, which is part of this Order, and any revisions thereto as <br /> ordered by the Executive Officer. <br /> 3. The Discharger may be required to submit technical reports as directed <br /> by the Executive Officer. <br /> 4. The Discharger shall comply with the Standard Provisions and Reporting <br /> Requirements, dated 1 March 1991 , which are attached hereto and by <br /> reference a part of this Order. This attachment and its individual <br /> paragraphs are commonly referenced as "Standard Provision(s) . " <br />
