mitigated by "Waste Discharge Requirements" and Conditions of
Approval as imposed by the California Regional Water Quality
Control Board.
1.4 .4 Biological Resources
A potential exists that the proposed project expansion will have an
adverse impact upon wildlife, wildlife habitat and vegetation.
Potentially significant adverse environmental impacts discussed in
the Biological Resources Report include:
Potential adverse impact from excavation and quarrying
operations to the existing watercourse and wetland which flows
westerly through the central portion of the lease holding.
Three sensitive plant species with special status identified
by the California Native Plant Society as occurring in San
Joaquin County do not typically flower until late spring or
late summer. The presence or absence of these species at the
site is unknown at this time.
1) Delta button celery (Eryngium racemosum) , a state-listed
endangered species and a candidate for federal listing,
which grows in seasonally innundated areas below 100 foot
elevation.
2) Greens tuctoria (Tuctoria greenei) , a state-listed rare
species and a candidate for federal listing, grows in
vernal pools.
n 3) Ahart's dwarf rush (Juncus leiospermus var. Ahartii) , a
■i candidate for federal listing, grows in seasonally wet
areas.
Some areas in the southeastern portion of the site exhibit a
prevalence of wetland plants, hydric soils and wetlands
hydrology, and are potentially subject to the U.S. Army Corps
of Engineers jurisdiction pursuant to Section 404 of the Clean
Water Act (33 USC 1344) .
Vernal pools have been identified in the far southeastern
portion of the project site, and are shown on the map included
in the Biological Resources Report.
Suitable habitat for the California tiger salamander, a
California species of special concern and a federal category
2 candidate, is present on the project site. No California
tiger salamander were observed on the project site during
surveys in February 1991. However, surveys were conducted
during drought conditions when adults would not be active.
These impacts will be minimized to a level of insignificance or
avoided by specific mitigation measures including:
4
CONDOR
