5. 0 SIGNIFICANT ENVIRONMENTAL EFFECTS OF THE PROJECT AND PROPOSED <br /> MITIGATIONS <br /> 5. 1 LAND USE <br /> Continued development of this project will not change the existing <br /> land use at the project site. No County Land Use Plans or Policies <br /> will be affected by the proposed project. <br /> The General Plan designation is Agriculture, and the zoning is AG- <br /> 160. Quarries may be conditionally permitted in the AG-160 zone <br /> with a Quarry Excavation Permit if that portion of the property <br /> contains substantial deposits of mineral resources. The project <br /> site is classified by the State of California Division of Mines and <br /> Geology as MRZ-3, containing potentially significant aggregate <br /> deposits, the significance of which cannot be evaluated from <br /> available data. <br /> The anticipated net increase in day-to-day mining activity is <br /> expected to be slight; the current maximum capacity of 225 tons per <br /> hour is expected to increase to a maximum capacity of 350 tons per <br /> hour. Normal plant production levels should average 300 tons per <br /> hour or less. Expansion of mining activities will extend only into <br /> the remainder of the lease holding. Upon the conclusion of mining, <br /> the applicant will restore the land to its previous use as cattle <br /> rangeland. Topsoil will be stockpiled and redistributed in the <br /> reclamation process. <br /> There are no potentially significant impacts upon or irreversible <br /> adverse environmental changes to the land use. <br /> 5.2 AIR QUALITY <br /> A potential exists that the proposed project expansion will <br /> contribute to additional fugitive dust emissions. <br /> Current plant production is 225 tons per hour. It is anticipated <br /> that the proposed upgrades to the processing plant will allow the <br /> processing of 350 tons per hour, or a maximum of 25200 tons per <br /> week. The currently permitted operation, AP 88-268, is allowed by <br /> Conditions 8 and 9 to process a maximum of 500 tons per hour of raw <br /> material or a maximum of 5000 tons per day. E1 Rancho Rock and <br /> Sand, Inc. wishes to permit for a total of 350 tons per hour of raw <br /> material. However, as the entire processing operation occurs in a <br /> saturated state, it is not anticipated that an increase in <br /> throughput will result in increased emissions. <br /> Fugitive dust emissions from haul roads and hauling operations will <br /> be controlled as required per condition 3 of the Authority to <br /> Construct issued to the existing quarry operation. <br /> 23 <br /> CONDOR <br />
