The applicant has completed and submitted an "Application for <br /> Authority to Construct" from the San Joaquin County APCD, and will <br /> comply with district rules and mitigation measures. This <br /> application is incorporated into this document as Appendix 11.3 . <br /> Potentially significant adverse environmental impacts include: <br /> The production of fugitive dust emissions from processing <br /> operations and haul truck traffic. <br /> These impacts will be minimized to a level of insignificance or <br /> avoided by specific mitigation measures including: <br /> Fugitive dust emissions shall be controlled by maintaining the <br /> entire processing operation in a saturated state utilizing a <br /> recycled water system, and by adequately wetting all access <br /> and haul roads at such a frequency as required to prevent <br /> emission of fugitive particulate matter. <br /> Any potential adverse imparts to Air Quality shall be mitigated by <br /> Conditions of Approval as imposed by the San Joaquin County Air <br /> Pollution Control District in their Authority to Construct. No <br /> adverse environmental changes or impacts will occur. <br /> 5. 3 SURFACE AND GROUNDWATER QUALITY; HYDROLOGY <br /> A potential exists that the proposed project expansion will <br /> contribute to the discharge of silt and clays to surface water <br /> drainage courses. <br /> The E1 Rancho Rock and Sand, Inc. Quarry operates on a zero- <br /> discharge process-water recycling system. A complex of 3 <br /> recycling/settling and 3 water storage ponds allows the recycling <br /> and reuse of the process water. None is discharged or released. <br /> The applicant has completed and submitted a "Report of Waste <br /> Discharge" to the California Regional Water Quality Control Board, <br /> and will comply with all regulations and "Waste Discharge <br /> Requirements" as imposed by the RWQCB. This report is incorporated <br /> into this document as Appendix 11.4. <br /> Potentially significant adverse environmental impacts include: <br /> Potential adverse impact from discharge of silt and fine soils <br /> to the lowlying natural drainage channels tributary to Mormon <br /> Slough in the northernmost portion of the lease holding. <br /> Potential adverse impact from quarrying operations to the <br /> lowlying natural drainage channels in the northernmost portion <br /> of the leaseholding. <br /> 24 <br /> CONDOR <br />
