San Joaquin Valley <br /> Unified Air Pollution Control District <br /> November 18, 1998 „ <br /> Chandler Martin <br /> San Joaquin County <br /> Community Development Department <br /> Development Services Division <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> SUBJECT: MINOR SUBDIVISION APPLICATION TO CREATE 19 COMMERCIAL LOIS <br /> (MS-98-36) <br /> Dear Mr. Martin: <br /> The San Joaquin Valley Unified Air Pollution Control District (District) has reviewed the <br /> proposed project and offers the following comments: <br /> The San Joaquin Valley's air quality has been designated nonattainment by the EPA and by <br /> the Air Resources Board (ARB) for 03 (ozone) and PM-10(fine particulate matter, dust). <br /> The Federal Clean Air Act (CAA) and the California Clean Air Act require areas that are <br /> designated nonattainment to reduce emissions until standards are met. <br /> Based on the additional information gained from our phone conversation of 11/18/98, the <br /> project site is currently located in an area zoned for Highway Commercial uses. Therefore, <br /> the anticipated air quality impacts related to the buildout of this area with commercial uses <br /> have been previously analyzed. This analysis was done as a result of the project entitled <br /> GP-93-1. The District commented on this general plan amendment in a letter written on <br /> April 13, 1994 and stated that a negative declaration would be appropriate from an air <br /> quality perspective. As the intent for these 19 acres has not changed, it appears that this <br /> project will have a less-than-significant impact on the ambient air quality and a negative <br /> declaration is appropriate from an air quality perspective. <br /> The construction phase of this project can generate emissions from the movement of soil, <br /> use of heavy equipment, bulk materials handling, asphalt paving and other related activities. <br /> As a result, this project is subject to District Regulation VIII (Fugitive Dust Prohibitions). <br /> The purpose of Regulation VIII is to reduce the amount of fine particulate matter (PM-10) <br /> entrained into the ambient air from man-made sources. The attached Synopsis highlights <br /> many of the requirements contained within Regulation Vlll. The Synopsis is not meant to <br /> be all-inclusive, but it can be a useful compliance aid in the field and office alike. <br /> In addition, this project will generate an increase of vehicle trips to and from this site. To <br /> minimize the air quality impacts associated with the additional traffic, the District <br /> David L.
