As an alternative, persons or entities may also request a preliminary review determination by <br /> submitting a Preliminary Outdoor Advertising Permit Application. Either a full application or <br /> preliminary review provides the Office of Outdoor Advertising would perform a full, in-person <br /> inspection of the proposed location and render a formal response as to the viability of the sign <br /> permit use and design plan. <br /> 3.
