ni <br />31 <br />VIII. DISPOSAL S ITE <br />1. Operating record <br />The owner or operator shall maintain in the written operating <br />record at his facility the following information until closure <br />of the facility: <br />(a) The location and quantity of each hazardous waste <br />recorded on a map or diagram of each cell or disposal <br />area; and <br />(b) All post -closure cost estimates. <br />2. Annual report. <br />The owner or operator shall include in his annual report to the <br />California State Department of Health Services by March 1 of <br />each year except 1931 the most recent post -closure cost estimate. <br />3. Recordkeeping and reporting. <br />(a) Unless the owner or operator has implemented a satisfactory <br />ground -water quality assessment plan as specified elsewhere <br />in this document, he shall keep records of required analyses <br />of monitoring samples and associated ground -water surface <br />elevations,as well -as required evaluations throughout the <br />post -closure care period. <br />(b) If the ground water is monitored in accordance with a <br />satisfactory ground -water quality assessment plan, the <br />owner or operator shall keep records of analyses and <br />elevations specified in the plan throughout the post - <br />closure care period. <br />4. Post -closure care and use of property; period of care. <br />(a) Post -closure care shall consist of at least: <br />(1) Ground -water monitoring and reporting; and <br />(2) Maintenance of monitoring and waste containment systems. <br />(b) The California Regional Water Quality Control Board may require <br />maintenance of any or all of the security conditions in Item 4, <br />Part III of this document during the post -closure period, when: <br />
