r '
Upgradient*-)Environmental C( sultants
May 1, 2003
Mr. Tom O'Neill D
Valley Motors . .
P. O. Box 923 MAY 0 2 2003 O
Stockton, CA 95201
ENVIRONMENT HEALTH
J
Subject: Report Transmittal PERMIT/SERVICES .
Dear Tom:
We have completed the drilling, groundwater monitoring, and laboratory work authorized
under our proposal No. 99018.1 and 99018.5. and are pleased to forward our report
herewith. Four new monitoring wells were installed in April, including three in the City
of Stockton right-of-way on the west and north sides of your property. Ten soil samples
were collected for laboratoryanalysis, and no petroleum hydrocarbons were detected.
The new on-site well was dry when we monitored the groundwater on April 15, but
samples were collected from the other seven wells. Six of them contained gasoline
hydrocarbons, implying that groundwater beneath Main Street is contaminated. However,
the analytical data from the wells on Main Street cannot easily be accounted for by the
groundwater flow direction at the site, and we cannot identify with certainty the source of
the hydrocarbons in those wells. In our report we have recommended doing some
additional investigation, in the form of file reviews at City offices, to determine_whether
an unknown off-site source might be present in the area. We have also recommended
performing short-term interim soil remediation in well VT-1 on the Valley Motors
property during the coming dry season, when the subsurface soil would be amenable to
soil vapor extraction. If San Joaquin County Environmental Health Department concurs
with that recommendation,we will prepare a cost estimate in the near future so that you
may obtain pre-approval from the State Underground Tank Cleanup Fund.
Please call our office if you have any further questions.
j
Sin erely,
ictor B.
