Main �N�P aE M�JSevj C Stockton, CA 95201 Subject: Valley Motors -06) Status of Aquifer Test b�`� tl � PP Dear Mr. Infurna: 469, G}/ The purpose of this letter is to advise you of the status of the investigation dt Valley Motors, particularly with regard to the second aquifer test that was scheduled to take place during the fourth quarter ofd 4Zx� 441b; In accordance with the work plan that was dated May 27, 2011, V&W Drilling t ;'9 installed groundwater extraction well VM-10 on September 30, 2011 under the ( lj supervision of Upgradient Environmental Consultants. This was done despite the fact that Y Upgradient had previously informed Valley Motors and the Environmental Health Department that no additional expenditures would be incurred by Upgradient until Upgradient had received payment for all outstanding invoices, and as of that date no payments had been received. That situation has not changed since September 30. On a number of occasions, Mr. Tom O'Neill of Valley Motors has assured Upgradient Environmental that he was nearing completion of financial arrangements to make it possible to pay down a portion of the outstanding balance. Most recently, we were assured that a loan on the Valley Motors property was imminent and on that basis we moved forward to install the extraction well. As on earlier occasions, however,that t funding has not come through and Valle} Motors is still unable to make any payments, t0 l nor is Mr. O'Neill able to guarantee when payment will be forthcoming. Therefore, we f J cannot provide EHD with a new estimated date for completion of the test at this time.
