Mr. Byrd indicated that most PCB containing pole-top transformer fluids in San Joaquin <br /> County have been replaced with non-PCB containing fluids through a voluntary PG&E statewide <br /> reduction program which took place from 1976 to 1978. However, the only way to accurately <br /> determine the PCB content of the fluids in the transformers would be to have them tested. <br /> V. HISTORICAL USE INFORMATION <br /> A. Aerial Photographs <br /> Aerial photographs depicting the subject property dated 1940, 1952, 1963, 1975, and 1983 were <br /> reviewed at the San Joaquin County Surveyor's Office in Stockton, California. <br /> The aerial photographs dated 1940 depicts the subject property as open range land on the north and <br /> east sides, agricultural land on the south, riparian forest on the southwest, and Tracy Lake in the <br /> middle and northwestern portion of the property. It appeared as though an area had been cleared near <br /> the northeastern edge of the property along West Forest Lake Road; however, no structures were <br /> visible. Adjoining property to the north is West Forest Lake Road, across which is open range land <br /> and agricultural land. Adjoining property to the east is open range land. Adjoining property to the <br /> west is open range land and agricultural land. Adjoining property to the south is the Mokelumne <br /> River and agricultural land. <br /> The aerial photographs dated 1952 and 1963 depict the subject property as open range land on the <br /> north and east sides,agricultural land on the south,riparian forest on the southwest,and Tracy Lake <br /> in the middle and northwestern portion of the property. It appeared as though a mobile home was <br /> located near the northeastern edge of the property along West Forest Lake Road. The adjoining <br /> properties appeared basically unchanged from the 1940 photograph. <br /> The aerial photographs dated 1975 and 1983 depict the subject property and adjoining properties as <br /> basically unchanged from the 1963 photograph, except in the 1983 photograph vineyards are <br /> depicted on adjoining properties to the east and south of the subject property. <br /> B. USGS Topographic Maps <br /> Topographic maps published in 1953, 1968, and 1968 photorevised 1976 that depict the subject <br /> property were reviewed at the California State Library in Sacramento, California. <br /> The USGS Lodi North, California 7.5 minute quadrangle, editions of 1953, 1968, and 1968 <br /> photorevised 1976 depict the subject property as located in an undeveloped area ranging from 20 to <br /> 35 feet above mean sea level. One residential type structure is depicted near the northeastern corner <br /> of the subject property along West Forest Lake Road. This would be consistent with the location <br /> 9 <br />
