Mr.Jolley
February 13, 2020
Page 14 of 15
Task 211:AB 52 Tribal Coordination Support
ECORP will assist the County of San Joaquin (County) in consulting with California Native American tribes
under Assembly Bill 52 (AB 52). ECORP will draft all required notification letters, coordinate tribal
meetings, maintain the AB 52 administrative record, and provide technical support to the County in
determining whether or not Tribal Cultural Resources will be significantly impacted by the project. ECORP
will document the consultation process and comments discussed and advise the County on how to reach
a conclusion to the consultation, as specified by AB 52.
This cost estimate is provided on a time and materials, "best efforts" basis.If the consultation requests
from the tribes will require more effort that will exceed the budget provided herein, then a contract
amendment would be required to complete the scope and AB 52 consultation.
Task 21: Water Supply Assessment
ECORP will prepare a Water Supply Assessment (WSA) for the project consistent with SB 610 and SB 1262
and in accordance with the October 2003 Guidebook for Implementation of Senate Bill 610 and Senate
Bill 221 of 2001 to Assist Water Suppliers, Cities, and Counties in Integrating Water and Land Use
Planning, published by the California Department of Water Resources . SB 1262 requires the WSA to
identify any water systems adjacent to the project site and to incorporate consideration of the
requirements of the Sustainable Groundwater Management Act of 2014 (SGMA). Potential regulations
and restrictions related to water use in the San Joaquin County General Plan —Water Element and in the
County Ordinance Code related to groundwater, geologic hazards, and water well regulations will also be
identified. The WSA will include the following:
The scope of work to prepare the WSA includes the following:
Determination of SB 610 applicability and format of the assessment (statutory requirement per
the DWR Guidebook);
Documenting the source of the water supply, based on existing information and the evaluation of
additional information related to the groundwater basin;
Identifying any adjacent water systems and the status of SGMA implementation in San Joaquin
County, per SB 1262;
Documenting project demand for the next 20 years, based on the final site facilities and size, per
SB 610;
Documenting dry year supply for a single dry year and for multiple dry years. This will be
conducted by evaluating records of annual rainfall to identify conditions for one-year and multi-
year dry periods. In addition, long-term trends in water levels and/or water use will be evaluated.;
and
Presenting findings consistent with SB 610 and SB 1262 in a stand-alone report for acceptance by
the County and for inclusion in the CEQA review.
14
ECORP Consulting,Inc.
EN'l'ERONNENTAL CONSI:LIRN-l5.15
