C A M B R I A Ms. Lori Duncan <br /> November 18,2005 <br /> As previously stated, the extracted groundwater will be pumped from the Solleco unit moisture <br /> separator into a 500-gallon transfer tank. To prevent overflow, the liquid-level switch in the <br /> transfer tank will shut off the Solleco unit when the tank is full. Extracted groundwater will be <br /> pumped from the transfer tank using a transfer pump through silt filters and then three 2,000- <br /> pound aqueous-phase carbon vessels (in series) prior to discharge to the sanitary sewer. Flow <br /> meters, pressure gauges, and sample ports will be installed to control and monitor system <br /> operation. <br /> An electrical control panel with programmable logic controller will interlock and operate the <br /> dual-phase system controls. A telephone autodialer will be installed to remotely notify Cambria <br /> © of system shutdown events. The system equipment will be designed with capacity to expand to <br /> additional wells and to handle additional groundwater flow, if necessary in the future. Figure 4 <br /> presents the layout of the DPE system. Figure 5 presents a process flow diagram of the DPE <br /> system. <br /> Cambria will complete the civil, mechanical, and electrical details of the design so that the <br /> required permits can be obtained and a contractor can install the system. A Califomia-licensed <br /> professional engineer will review and approve the final DPE system design. <br /> Air Emissions Permitting:The Solleco unit will be installed and operated under the authorization <br /> of a San Joaquin Valley Air Pollution Control District (SJVAPCD) permit to operate. Cambria <br /> submitted an application for this permit on October 31,2005. <br /> Utilities: Cambria will coordinate installation of all utilities required to operate the proposed DPE <br /> system. The Solleco unit requires a 240-volt, three-phase, 100-ampere electrical service. <br /> Cambria will provide Pacific Gas and Electric with all required information and fees for <br /> procuring electrical service. The installation contractor will provide and install all equipment or <br /> facilities to accommodate these utilities. <br /> Water Discharge Permit: Under the authorization of a wastewater discharge permit from OMI, <br /> treated groundwater will be discharged to an existing on-site sanitary sewer lateral. Cambria will <br /> contact OMI to determine the preferred discharge point and to ascertain application requirements. <br /> Building Permits: Cambria will submit engineered drawings, specifications, calculations and fees <br /> as required to the City of Stockton for design review and issuance of applicable construction <br /> permits. The building permit application will be approved by a California-licensed professional <br /> engineer prior to submittal. <br /> Request for Bid: Cambria will prepare a request-for-bid for construction services to install the <br /> DPE system. A contractor will be selected based on quality of bid, availability, and quality of <br /> service. <br /> 10 <br />
