O'Connor is the Group <br /> 3 General Manager. <br /> 4 2 . 2 . 2 Mr. Michael Blatt is listed by the San Joaquin County Tax <br /> 5 Assessor's office as owner of the site property. <br /> 6 2 . 3 SITE INVESTIGATIONS <br /> 7 2 . 3 . 1 The Department inspected the site on 14 November 1984 . <br /> 8 Several violations of state and federal training, manifesting, <br /> 9 and labelling requirements were documented. Sampling was also <br /> 10 conducted during the investigation. The maximum lead concentra- <br /> 11 tration detected in the soil was 893 parts per million (ppm) . <br /> 12 The maximum concentration of soil copper was 16, 500 ppm. The <br /> 13 TTLC (Total Threshold Limit Concentration) for copper is 2500 <br /> 14 ppm while the TTLC for lead is 1000 ppm. The TTLC is a criteria <br /> 15 the Department uses to determine if a substance must be <br /> 16 considered hazardous and should not be construed as an approved <br /> 17 cleanup criteria. <br /> 18 2 . 3 .2 Court Order No. 186491 was signed 13 August 1985 by -the <br /> 19 San Joaquin County Superior Court of California. The Order <br /> 20 required LIKA Corporation to (a) organize a cleanup of the site, <br /> 21 (b) submit a sampling plan for the site, and (c) repay all costs <br /> 22 to the Department on site cleanup under Health & Safety Code <br /> 23 section 25100 et sec , Labor Code section 6300 et seq, and the <br /> 24 Business and Professions Code. The Order did not prohibit cost <br /> 25 recovery under other sections of state and federal law. <br /> 26 2 . 3 . 3 A preliminary investigation of surface and subsurface <br /> 27 water and soil conditions outside the Field Avenue building <br /> commenced 17 March 1986.
