Recycling • It is recommended that used antifreeze be recycled rather than sent for <br />Options: disposal. Recycling may be performed on-site or off-site by an antifreeze <br />recycler. Used antifreeze may also be transferred to a consolidation site for <br />on-site recycling. If the recycled antifreeze is to be reused, ensure that the <br />product meets the applicable product standards. <br />On -Site If used antifreeze, a non-RCRA hazardous waste, is recycled on-site, it may be <br />Recycling: excluded from classification as a waste. By classification as a recyclable <br />material rather than a waste, the material would not be subject to hazardous <br />waste facility permitting or tiered permitting requirements; also, manifesting <br />would not required. The following additional provisions7 must be met: <br />• the used antifreeze is recycled and used at the generating site; <br />the consolidation facility has a business plan that includes emergency <br />response plans and procedures; and <br />• the facility is in compliance with local codes, including the fire codes, <br />governing the storage and handling of hazardous materials. <br />On-site recycling units do not require permitting from the DTSC provided that <br />these recycling provisions are met. This also applies to mobile recycling units <br />driven onto the generator's site to process and recycle the used antifreeze. <br />Transfer to Used antifreeze may be transported between PG&E locations for recycling at the <br />Consolida- last location (consolidation site) provided the following provisions are met: <br />tion Site: <br />• The used antifreeze is transferred by PG&E personnel or by a registered <br />hazardous waste hauler under contract to PG&E; <br />• The used antifreeze is not handled at any interim location; <br />• The used antifreeze is not held at any publicly accessible interim location for <br />more than four hours unless required by other laws; <br />• Upon receipt of the used antifreeze at the last location, the used antifreeze <br />shall be deemed to have been generated at that location; <br />7 H&SC 251432(d) <br />IV -4 ©PG&E July 1997 <br />
