Possible Spill Occurrence:
i) Overturning during The volume of oil that could reasonably
handling with a be expected to spill is 10-70 gallons.
forklift or Operations and maintenance personnel
boom truck: are trained in safe operation of forklifts and
trucks to avoid such occurrences. Spills would
be contained within the boxes or the curbed
area.
ii) Leakage during Any equipment that shows signs of
storage: leakage is immediately drained of oil or placed
in a plastic -lined wood box. The storage area
is inspected daily for signs of leakage. No
more than 5 to 10 gallons of oil could
reasonably be expected to leak before it would
be discovered. Spills would be contained
within the boxes or the curbed area.
h) Mobile Substation Transformers
a) Occasionally one to three mobile substation transformers are stored
here for emergency use and they are located north of the Garage
Building. Thi mobile substations contain from 875 gallons to 4,195
gallons of insulating oil and are used at nearby substations in case of
emergency.
Possible Spill Occurrence:
i) The greatest spill potential is from leakage of the equipment.
These pieces of equipment are stored at the Service Center for
emergency use at substations and are not in use while in storage.
The maximum volume of oil that could reasonably be expected to
spill due to leakage is 100 to 150 gallons and it would be
contained in the oil/water separator located at the west end of the
yard.
i) Transformer Repair Building
Approximately 2 to 4 pieces of returned electrical equipment containing
insulating oil, PCB, or suspected PCB contaminated oil, are temporarily
stored in the Electrical Equipment Repair Shop. This equipment is stored
here while being tested and refurbished to be put back into service. If
the equipment shows signs of leakage it is immediately drained of oil
and/or placed in a bag and then a plastic -lined wood box as secondary
containment. The volume of oil in the various pieces of equipment
ranges from 10 to 60 gallons.
3-13
