Wildwood LNG Demonstration Facility <br /> 7. FACILITY DESIGN <br /> The overall proposed facility will be designed and constructed by AES Construction Group <br /> (AESC) and Northstar, Inc. AESC is a `'an Nuys-based engineering and construction firm <br /> specializing in the design and development of alternative energy facilities including LFG, CNG, <br /> and LNG recovery, processing, treatment, and delivery systems. Northstar, Inc. has extensive <br /> experience in the construction of LNG processing and storage facilities. Utilizing the basic <br /> design criteria and equipment selected by CFS, AESC will prepare the site layout, civil and <br /> architectural drawings, as well as the overall mechanical, electrical, and instrumentation <br /> drawings. As part of the design process, a site survey and soils report indicating the condition of <br /> sub-surfa � oils.will be prepared. <br /> An overall site layout plan showing major process equipment, truck access, and ancillary <br /> equipment is presented as Figure 9. Figure 10 presents a conceptual view of the process <br /> equipment. The layout of equipment conforms to the required setbacks from Wildwood Road <br /> and the NFPA code for the separation of LNG equipment from potential ignition sources. An <br /> encroachment application will be filed with the appropriate County agency for the LNG truck <br /> access road aprons to and from the site off of Wildwood Road <br /> 8. ENVIRONMENTAL PERMITTING <br /> California law requires that projects of the type proposed be subjected to the provisions of the <br /> California Environmental Quality Act (CEQA). This project is being submitted as a <br /> demonstration facility. In addition, the California Air Resources Board must grant a permit for <br /> air emissions from the project. Permits for the handling and disposal of liquid and solid <br /> hazardous wastes generated on the site will not be required, as no such wastes will be produced. <br /> No land use compliance issues are anticipated. <br /> 8.1 CEQA <br /> The lead agency for the CEQA review has been determined to be the San Joaquin County <br /> Community Development Department. The project will have no deleterious impacts to the <br /> environment, and, indeed, will result in positive impacts in that a beneficial use of a natural <br /> resource will result. After the demonstration period is over, the equipment and other <br /> improvements will be removed and the land will be restored to its original condition. <br /> The following subsections present the areas of environmental review that will be required for a <br /> CEQA application. <br /> AES Construdion Group <br /> Page 13 <br />
