Wildwood LNG Demonstration Facility <br /> 8.1.1 Use Permit <br /> A site approval application has been prepared for submittal to San Joaquin County. This form <br /> includes information regarding land use, and process and project descriptions. <br /> 8.1.2 Seismic Stability of the Area <br /> The site has been determined to be in a Zone 3 Seismic Area. Accordingly, all facilities will be <br /> designed in accordance with the appropriate building codes for this Zone. Permitting of the <br /> structural design by the San Joaquin County Planning Department will precede construction. <br /> 8.1.3 Biological Resources <br /> It is not believed that the project has the potential to create impacts to the biological resources in <br /> the vicinity of the project site. The surrounding land is largely agricultural with some oil and gas <br /> production, and has been so for many years. The project site is approximately 100' by 100' and <br /> will be restored to its initial condition after the demonstration period. <br /> 8.1.4 Land Use <br /> The site is essentially flat, and there are no known subsurface geological hazards. A soils <br /> analysis will be performed so that the loading imposed by the process equipment does not exceed <br /> the natural strength of the soil. If necessary, the appropriate foundations and soil compaction <br /> will be provided. <br /> The project will not affect present land use. The size of the project site is small, and it is located <br /> adjacent to an existing access road. Indeed, because two roads and an irrigation ditch bound the <br /> plot selected, it is too small for agriculture, which is the use of adjacent land. The San Joaquin <br /> County Community Development Department has provided a preliminary ruling that a zoning <br /> change for the development of the project will not be required, as the proposed land use is <br /> consistent with the existing zoning. <br /> 8.1.5 Surface Water Protection and Stormwater Control <br /> The site is essentially flat with less than one foot of elevation difference over the entire site. <br /> There is a permanent irrigation ditch that runs to the northwest of the site. The San Joaquin <br /> County Department of Public Works has made a preliminary ruling that the proposed site is not <br /> within a flood fringe zone. They have indicated that as long as the project equipment is <br /> constructed no closer than 25 feet to the southeast bank of the irrigation ditch, no special flood <br /> control requirements will be needed. The project facilities will be elevated approximately one <br /> foot above the surrounding surface and equipment mounted on an elevated concrete pad. Final <br /> grading of the project site will be developed so as to promote drainage away from the equipment. <br /> During development and operation,the overall natural drainage of the site will be maintained. <br /> AES Construction Group <br /> Page 14 <br />
