Mr. Michael P. Kith Page 2
The Terminal Operator receives an annual classroom Hazwoper type training by a
qualified emergency response training instructor covering the petroleum products
handled at the Stockton terminal. This is in accordance with OSHA 29 CFR 1910.120
provisions. Attached is a copy of the Certificate of Training for Delbert Gilmore for
completing the annual training on December 14, 1995.
In addition to this formal Hazwoper training by an outside qualified instructor, the
Sacramento Terminal manager conducts monthly Safety/Training meetings to cover
needed training in overall terminal operations, which includes hazardous material
handling procedures, the OSRP and SPCC plans and other pertinent issues. The
Terminal manager then conducts an annual formal refresher training program at which
time the Sacramento Terminal Manager and the Stockton Terminal Operator each sign
the agenda of items covered to acknowledge and record the fact that the refresher
training has been given. The records of both the monthly training sessions and the
annual refresher training are to be retained in the file at both Stockton and Sacramento.
It is the intent to submit the Contingency Plan information and "Certification of Return to
Compliance" by the end of January 1996.
Sincerely,
f 2t
John L. Elliott
Manager, Terminal Operations
JLE\cal
Attachments
cc: Delbert Gilmore - Stockton
Steve Gloeckner - Sacramento
