We are still seeking approval to implement interim corrective action
at the site by using "Oxygen Release Compound" (ORCO)in the saturated zone at,the existing
monitoring wells. However, we agree with your concern that ORC®may result in the generation
of hazardous waste. We look forward to learning the result of San Joaquin County PHS/EHD
evaluation whether ORCO may become a hazardous waste as it is used.
During our meeting on November 9, 1995, we discussed the impact of the former UST leak on
groundwater. The analytical data indicate that the groundwater is impacted with TPH as diesel
(TPH-d) only at relatively low concentrations(210 ug/L as a maximum). Asa result, you
reclassified the site as a "soil and groundwater site." We agree `with your assessment that the
groundwater is impacted, and furthermore, we believe that the concentrations observed are caused
by the dissolution of residual TPH-d in the deep vadose zone duffing seasonal water level
fluctuations.
The groundwater analytical data collected to date at the site does not appear to be consistent over
time throughout the site. We are requesting San Joaquin PHS/EHD's concurrence to continue of
at least two more quarters of groundwater monitoring in order to evaluate any trend that may exist
in TPH d concentrations. We have scheduled the groundwater sampling for the week of
February 19, 1996, and will proceed with the sampling unless we hear otherwise from you.
Pursuant to our meeting in November 1995,we will test the groundwater for only TPH-d, since
-.you--agre-d that-,,TPH:d is_the-only-chemical-of concern at*his time.. _ _ _ . __ -: --.-•.
j Should you have technical questions, please call Linus Farias(IT,Corporation ) at (510) 372-5253.
Please call me with any other questions that you may have:
Smncerely,
Frank Yoneshig
Engineering Manager .. .,..,
FY:ro
cc: Ms. Elizabeth Thayer, Central Valley RWQCB
Mr. Bud Kopp, Van den Bergh Foods Company
Mr. Linus Farias, 1T Corporation
